You have to demonstrate control as they fall and the person doing the "slamming" is responsible for his opponents safety during the time he is in the air. Essentially you must put down your opponent safely.
To remind people this is a Folklore wrestling match at what would seem the high school level. The referee is not likely to be a full time professional. That being said this is a very difficult call. The call I would assume is lack of control for the take down. In high school level folklore wrestling you must have control of the take down. Otherwise you can be penalized with unnecessary roughness. The way the 'defender' landed was almost a suplex position at a high velocity. This is dangerous for the neck. All in all I think the ref call was very justified. The outcome you do not see is a small break, discussion on if there should be a point penalty. Then the defender will start in down position mid mat with attacker on top. It really doesn't change the position of the match. Well aside from a near instant pin from the defender no doubt being stunned by the slam.

In freestyle such fall is just red gys fault -defend yourself, but here if it is illegal and red knew that so he didnt expect it so i can understand why he didnt defended himself. As i saw folk - there alot of transitions and counters which red may do from that position. In fresstyle you have just escape from such grips to not be trown. Penalty is correct for me, it is very dangerous to trow guys like this when they havent first idea to escape. Safety first

no, hands behind the head is not only a sign for full Nelson. It generally means "potentially dangerous." i.e. illegal slams, locking hands, arm bar that is too acute, or raised up off of the opponents back.
