Living on a boat is a dream for many (even for some of us homeowners), and to call them "homeless" is actually offensive. Maybe their boat is not well maintained or as shiny and big as yours, and for that you like to make them feel like less. Some people who live in cabins prefer that to a big mountain chalet.

Federal laws control tidal waters not cities. People have always lived on the bay in boats. Remember the boat people battles in the early 70s? The waters fall under federal law not city or county.

Some areas require enough insurance to cover environmental damages and recovery/ disposal of your boat if it sinks. Anchoring out has always been the favourite way to save money. As long as you are not in the shipping channel, it is legal (except Bora Bora where you need permission and they will charge you to anchor!) The empty/ derelict boat owners should be contacted. Each boat has a registry number/ licence on the side. Easy enough to find the owner. If they can't be contacted, registry is invalid, remove it for "environmental reasons". If occupied, require insurance. It would probably be required to be put into law on the state level, though.
