I just fixed mine after months of not having it. I have an android. Go to setting-> general management->keyboard settings->go down to style/layout->keyboard toolbar->toggle it on and it should appear again. 🎉

very useful video.
my circumstance: I just had an android security update pushed & the long-press dialog box no longer gave the Clipboard choice.
however, this video's 1:35 shows that the Clipboard is now EMBEDDED as an icon at the top of the keyboard
... RATHER than being a long-press choice.
