Make it so Wolfs kills the sheep on the spot leaving its body and can keep the wolf distracted on it for a short while finishing it off. Scaring them off the body they'll either try and chase off another or attempt on feasting on the body once you leave it, or could scare off the Sheep away from the body that could act like a temporary roadblock Add a mechanic when there's more than One Wolf they'll attempt on hunting as a Pack, they drag the body away and are more likely to attack in groups depending on the Wolves Numbers and make it so Wolves won't attack at all as long as there's way too many sheeps even if you are far away, being able to manage on gathering either the whole pack or a few in the fence, to make this balance as time goes by more and more Wolves appear making them more aggressive towards groups because of their numbers

One thing you mentioned is already implemented : wolves can't directly target the sheep when they have enough sheep around them. Although they can get close enough to scare them, and sometimes it will isolate a few sheep...
1 year ago I also made a shepherd dog game(theres a cid on my channel). So I know the struggles of creating AI for the sheep that makes them flock, run away from you but also feel like the game isnt trolling you and actually cooperate. Yours looks a bit more refined than mine, so congrats on that.
