She's been dead for a long time. It's why there's times in the quest that she says she remembers this or that place. The biggest hint was at the start when she didn't know about the adventurer's guild despite being an adventurer.

You must finish them to let the characters appear. Otherwise it would just be the chiefs and the Natlan Characters but the NPCs will not appear
