I was there last month and I already miss just being able to hop on a train in any direction and there being at least a few good card shops with a lot of selection. Where I live in the united states there are almost no card shops and the few that exist are all terrible.

It really depends on the store and what they are looking to buy at that specific moment. You can check their Twitter pages; many of them will post their buy lists. Keep in mind that you usually need a Japanese address to sell something to a store. Straight trades aren't really a thing.
at time 14:28 the poncho card is over $3500 with the exchange rate. PSA 10 Rayquaza poncho green one is only priced at $2800 to $3100... can you actually ask the store clerk to lower the price if you can show them the actual price in the cards' market?
Well, the market in Japan can be different from what you're used to elsewhere, if that's what you mean. It will never hurt to ask if it sells for less in Japan, but I wouldn't expect too much.
Not sure, I just use my mobile data. If you are visiting, there are plenty of affordable data options. Pocket wifis, rentable sims, travel sims, roaming data packages, etc... No need for in-store wifi.
I'm super confused... One of those shops was asking 605,000 yen for a raw poncho pikachu ray 230. That's $4036. Substantially more than a PSA 10 by like $1300-$1400. What the heck lmao.

I don't keep up with the market for these cards, so I wouldn't even know, but I wouldn't be surprised. Some stuff is just more expensive in Japan.
