Douma is way better than Kokushibo in seeing potential in people.
Who Douma introduced: Gyutaro and Daki who together killed 21 Hashiras.
Who Kokushibo introduced: A fodder who got clapped by a Pikachu.
You’re forgetting that Kokushibo saw potential in Akaza, that’s why he chose not to kill him after Akaza challenged him
