About Marco's Bistro:
Marco's Bistro is an Italian restaurant located in Saint Mark's, Portland, Liberty City. It is featured in GTA III, GTA: Liberty City Stories, GTA Advance, and briefly in GTA: Vice City and GTA: San Andreas.
The restaurant is a Forelli Crime Family-owned business. Although it appears to be named after Marco Forelli suggesting that the official owners (until at least 1992) are in fact the Forellis. Marco's late brother Sonny Forelli's office is located inside the restaurant.
In 1986, Sonny Forelli and a couple of his associates sit inside Marco's Bistro and discuss how best to deal with the release of Tommy Vercetti after 15 years inside.
In 1992, Salvatore Leone ordered his mercenary, Carl Johnson, to go to the Bistro to kill the new family don, Marco Forelli.
By 1998, the front is owned by the Leones.
In 2001, where GTA III takes place, the Forellis are weakened considerably and instead known as the Forelli brothers. During the same time, their only known front is Marco's Bistro, noted as Mike "Lips" Forelli is seen there, meaning that at some point between 1998 and 2001, the Forellis were able to seize control of the Bistro again.

About the game:
Grand Theft Auto: San Andreas is a 2004 action-adventure game developed by Rockstar North and published by Rockstar Games. It is the fifth main entry in the Grand Theft Auto series, following 2002's Grand Theft Auto: Vice City, and the seventh installment overall.
The game is set within an open world environment that players can explore and interact with at their leisure. The story follows Carl "CJ" Johnson, who returns home following his mother's murder and is drawn back into his former gang and a life of crime while clashing with corrupt authorities and powerful criminals. Carl's journey takes him across the fictional U.S. state of San Andreas, which is based on California and Nevada and encompasses three major cities: Los Santos (inspired by Los Angeles), San Fierro (San Francisco) and Las Venturas (Las Vegas).
