If it is the Terminus Decree then even the Grey Knights don't know about it yet because they are chillin in a warp bubble. The Talisman of Seven Hammers is made by Vulkan under the guidance of the Emperor. When the Emperor gave Vulkan the order to protect the webway gate, he also gave him the order that no one could take the throne room, and if he couldn't hold it, Vulkan should activate the Talisman and destroy the Golden throne. He is informed that this will destroy Terra as well, so Vulkan is given the order no one else, because he is a being that will properly weigh up what is best for humanity. Vulkan is the only being who can activate it, and it destroys the Material realm and the Immaterial realm in equal measure (Vulkan gave a greater daemon true death with it in an earlier book).
Foe is such a good character. I believe Abnett created him for just a one-off short story, but he proved too interesting a figure not to play with during the Siege.
I always wondered what the relationship between the Grey Knights and the Dark Angels is like? I can imagine the Lion would respect them but Azrael and the Inner Circle probably have a distrustful respect for them. However, it is probably better than the relationship the Space Wolves have with the Knights of Titan.

I randomly stumbled upon the book "Primark" and I'm enjoying listening to it. I bought some new acrylic pen paints with a brush and fine tip. I wish I could share a picture here because it looks like a five-year-old's attempt compared to my usual work. Nonetheless, I'm determined to use these paints to color in the book I'm working on, or at least get some practice. I received these paints as a birthday gift, and I want to make the best use of them. It's a bit challenging to find the book, but I'll get it eventually. This diversion into the world of GW books is taking me on a tangent, but I appreciate you letting me know about it. I don't want to spend money on it yet. Peace out! ✌️

I think the Terminus Decree will be used when the Emperor is powerful enough in the Warp that he can challenge the Chaos God's. The Terminis Decree will activate and the Transhumans of the Imperium will die, their essence joining the Emperor in the Warp as a pure psychic army to attack the Eye of Terror I'm the Warp and destroy the Chaos Gods.
The 'Terminus Decree' will never leave it's box, and the reasoning is simple and absolute. Primarchs and astartes = money. Games Workshop *REALLY* likes money.

Basilio Fo loosing the gambit from his different ideal of future Human Empire to be technologically advanced, reconditioning the forgotten tech trees mechanically to be more advanced and not dependent of biogenetic discipline in scientific discipline trees, while not martially hierarchical and not dependent from The Warp technically could envision Emperor's "Secular Imperium" even better than Emperor's himself, this makes me wonder if Weshammer's theory about Emperor's intentionally (at least by his subconscious Psychic nature) to want Imperium relies on The Warp through many Millennia into the future being his actual gambit to struggle to toe-to-toe against chaos gods. Said gambit might creating new wider channel for humans to direct their psychic attunement (even including Power of Prayers despite Games Workshop's recent attempts to differentiate it from any other types of Psykers' Warp abilities) to Enthroned Emperor (or at least initially to Magnus prior to compromise to his gambit) while trying to avoiding more Mechanically-advanced AI Tech which Fo's envisioned This considering that Emperor never talk about DAoT's merits at all despite some of their techs can pretty much saves Imperium from further Warp-dependence while can reduce Psychic-link to negatively feed any chaos god/Chaos Undivided
Honestly I hearing this I do kinda want to see a meeting between these three, and also wonder if Basilo’s work didn’t somehow contribute to the Primaris Project, especially with the idea he might have become Xanthus, and also might be behind the Horusian ideology, we already know Cawl has tried to recreate the Primarchs, and possibly even the Emperor.
It is quite interesting that Fo strongly reminds me of Kimbell from Full Metal Alchemist. A complete and utter sociopath with powers and abilities that could very, very easily make him the most powerful being in all of existence, but who has no interest in ruling, winning or conquest and is content to watch whatever his creations will do or do not, just to learn what really happens and where theory will converge from practice. The fact that he also only is interested in the scientific part and does not at all subscribe to the otherworldly aspects and patrons of the reality of 40k only reinforces that for me.
As with everything in 40K which can be considered a "game changer", it will never be revealed or used. Useful for catching readers interest but nothing else.
One other aspect of the Custodian's giving the device away is interpretating the Will of the Emperor, and trying to preserve Humanity after His Fall out of severe guilt they didn't manage to save Him. The Custodian's simply might not trust themselves not to use it, if they do, then the Imperium, and as such the Terra and the Imperial Palace itself, likely would have fallen long ago without the Astartes to defend it. Giving it to the Grey Knights makes sense as well, they are utterly devoted to the Emperor, being made of His own Geneseed (or at least His genetic elements transposed into Astartes Geneseed anyway), and are the only Imperial aspect other than the Custodes that will assuredly NEVER fall to Chaos at any point. They would also likely die if they used the device in the basic form, but would do so if necessary. Realistically the Custodes seem to have cut themselves off almost entirely from the rest of the Imperium until relatively recently and focused on defending the Imperial Palace, while trying to do what the Emperor says regarding protection of important individuals or key events. They don't care about anything other than serving Him, but an aspect of that is safeguarding the Imperium, the Terminus Est is way too tempting for them, so getting rid of it allows them to do their jobs without constantly second guessing their decision to not kill all Astartes at every moment in time lol.
The Custodians probably feel it should be someone that could be destroyed that should make the call. If the utterly loyal Grey Knights feel it is worth it, even if they get wiped out as well, then it is time. As for why the Custodes never wanted to use it, it is a bio weapon and could mutate, the Custodes themselves are only a step away biologically from the Primarchs. It is not inconceivable that they could be harmed as well if the bio weapon mutated over time. For that matter, so what about the Emporer? I can definitly see how it would be a weapon of last resort.
My favorite description of transwarp drive came from the old FASA Federation Ship Recognition Manual: “These engines operate by capturing the warp envelope in a transporter field and beaming it ahead of the ship to attain the reported warp speeds.” I still can’t figure out how that works but when I was 14 or 15 it sounded awesome.
I like the new lore. It’s a complete wild card. Which makes sense to use only if things have gotten to the point that everyone is dead anyway. Basically a last coin flip. Tzeentch must be proud.
Fo probably began his own study of the Warp based on the notes he discovered in Malcador's possession. He probably arrived at his conclusion that Chaos can be controlled due in part to his attempts to refine the warp-borne aspect of his virus; he must think Chaos energies, specifically, are needed as an ingredient, but careful control is needed lest the powers of the Warp corrupt the virus itself. Papa Nurgle would certainly love to get his fat, snot-covered hands on it. As for why the Grey Knights were given control of it, this is probably due to the aforementioned warp-spawned aspect of the virus, and additionally, the virus was tailored to target the Primarchs and their Legions. The Grey Knights are not descended from a Primarch, but from the Emperor, Himself.
I mean arent the custodes descended from the emperor too? But also in the end and the death pt 3 (iirc its that one) the custodes are actually vulnerable to the corruption of the warp. If what the grey knights say is true, then they have never had a single member be corrupted by chaos such as in the case of kaldor draigo. This probably makes them a bit better suited to guard the virus, and the secrecy and warp and physical protections at their fortress monastery on titan is probably the best place to hide a doomsday weapon. As terra isnt the safest place in the imperium; its full of people, scheming officials, and the imperial palace actually lets people get fairly close, especially for pilgramage. Finally, the custodes hold loyalty to the emperor first and foremost, not humanity. This means they would likely be more likely to use the virus because they dont care about the casualties of civilians, just if the emperor survives. The grey knights ultimately fight for the imperium so theres less likely of a chance theyd use it if it came with a massive cost in civilian casualties, otherwise they would have used it by now with the opening of the great rift and their forces being stretched very thin.
the grey knights bit is questionable, since it is far more likely that the emperor simply used Janus's purified Thousand Sons Geneseed (you know THE original psychic marines) as a base for the grey knights's one, and that they simply said that it came from the emperor in order to hide the truth.

They're biologically reconstructed on a "molecular level", very much unlike the surgical implantation of Gene-seed organs that Astartes undergo. For your mention of vulnerability of Custodes towards "corruption" in The End and the Death Vol. III, they're not being corrupted by Chaos aboard the Vengeful Spriit, but rather being physically controlled like a puppet on strings by the sheer, amalgamated power of the Warp from all four Chaos Gods on the nonsensical, reality-defying Warp-scape that the Vengeful Spirit has become during the climax of the Horus Heresy, where it quite literally became an extremely potent conduit for the Four to work their foul magic inside.

It wasn't specifically tailored to anything, and could just generally kill everything, even rotting the souls of the victims to nothing. The Terminus Decree is specifically tailored to kill Space Marines and their Primarchs, not everything and everyone. Additionally, the Godblight only failed because The Emperor intervened to destroy it and save Guilliman's life.
Fo's not entirely wrong about the Emperor's failings. It's hard to square the mistakes and lapses of the Emperor with his apparent overarching, almost omniscient "plan". Live and see, I guess.
@lukeBryen2 I guess he's superhuman and yet very human as well. But now that he's on the throne and essentially Warging all of reality, maybe his human failings stopped getting in the way and he knows what he's doing (especially with his soul splint in twain).

So does the Terminus Decree held by the Grey Knights include only the traitor legions (thus answering the eternal question of if the Blood Ravens are Th' Sons or Raven Guard descendants) or will it kill all the Astartes? And what about the Primaris marines or the Grey Knights themselves? It sounds like there's one whoppin' big asterisk on the end of the that small note for the Terminus Decree.
I would argue the Imperium's most powerful weapon (technically) is releasing the Void Dragon beneath Mars. "If we go down, we are taking this entire galaxy down with us."
I just realized the biophage wouldn't affect the Custodes since they aren't transhuman in the same way as the Primarchs and Astartes. They should have just let it rip, then have Valdor and the boys wipe up everything afterward.

Valdor isn't exactly know for his love of Astartes and Primarchs during the Heresy, to say the least. I'm not surprised it ended up with the Grey Knights, which are far more neutral. Being psychers might also have something to do with it since there's a warp component to the weapon.

20:41 i can think of a much bigger problem...viruses/bacteria cant survive in a vacuum so the only way to spread it beyond the planet its on would be through peoples on space ships, itd spread so slowly, if at all, that it really wouldnt have any impact on the astarties as a whole

The Emperor made only 1 being so powerful to fight his wars, it didnt work and it took 21 Primarchs to replace him? Maybe a speculation video on what his potential could be if he would ever be woke again under certain circumstances. Why did the Emperor not destroy him like the 2nd and 11th primarch?Send him to the heart of the Tyranid hive in his coffin and turn him loose!! When he's done, throw a demon biscuit back in his coffin and recapture him lol. That's probably why I can't find much on this character. It was something that interested me. Wouldn’t it make more sense for the custodies to hold the terminus decree? I mean they oversaw its creation and held authority over it initially. Knowing their misgivings about the primarchs and space marines I find it hard to believe they would relinquish the weapon to a space marine chapter.
its probably a good idea ot keep w/e the decree is away from Terra just in case. as for who holds it, if the custodes arent agreed ot be the ones guarding it, the Grey Knights are the next best choice as they are an insituition setup by the closest thing the Emperor had to a right hand man that he saw as His Equal. if for w/e reason the Emperor is unable to help mankind, and Malcador's organization cannot avert this, then Humanity is rightfully doomed.

One question that nags me is who is making the current Custodes? The Emperor was the one who cultivated those gene lines and he obviously isn't doing it. I think Fo is currently making them.
I heard it was the emperor’s mother in law in the box. They would drop it on an Orc planet. It would open and she would spare no one with her screeching and nagging. Within a year all the orcs would off themselves just so they wouldn’t have to hear her or look at her.

The fact that a custodes was willing to use the weapon and they view any who are not them or the emperor with such disdain may be the reason they’re not allowed to gaurd this weapon

There's emps on the golden throne, all the positive parts of his soul that he discarded into the warp which have grown into their own being and the warp entity that all the worship has created in the warp that is responsible for all imperial saints?
I find it really nice that Fo could have fallen to the temptation of chaos. He believed he was better, that he could be smarter than anyone else, just like the emperor. Everyone falls eventually
Genuine question, I’m pretty new to warhammet lore (LOVE it by the way, I’m hooked) Why wouldn’t the Custodes have this? In my head the Custodes are above everyone but the emperor. Now that I’m thinking about it, who would win a fight? The Custodes or the grey knights?
The Grey Knights do not have geneseed from the Primarchs but from the Emperor himself. Thus making them the only kind of marines who would survive unleashing the virus. That is probably also why they don’t have any Primaris Marines .
Probably wouldn't work on the traitor legions at this point. Plague Marines would be basically immune to it and the Chaos Powers and/or possessions running through the Legions would make them immune as well.

I always wondered what the relationship between the Grey Knights and the Dark Angels is like? I can imagine the Lion would respect them but Azrael and the Inner Circle probably have a distrustful respect for them. However, it is probably better than the relationship the Space Wolves have with the Knights of Titan.

I randomly stumbled upon the book "Primark" and I'm enjoying listening to it. I bought some new acrylic pen paints with a brush and fine tip. I wish I could share a picture here because it looks like a five-year-old's attempt compared to my usual work. Nonetheless, I'm determined to use these paints to color in the book I'm working on, or at least get some practice. I received these paints as a birthday gift, and I want to make the best use of them. It's a bit challenging to find the book, but I'll get it eventually. I think the Terminus Decree will be used when the Emperor is powerful enough in the Warp that he can challenge the Chaos God's. The Terminis Decree will activate and the Transhumans of the Imperium will die, their essence joining the Emperor in the Warp as a pure psychic army to attack the Eye of Terror I'm the Warp and destroy the Chaos Gods.
The 'Terminus Decree' will never leave it's box, and the reasoning is simple and absolute.
Primarchs and astartes = money. Games Workshop *REALLY* likes money.

Basilio Fo loosing the gambit from his different ideal of future Human Empire to be technologically advanced, reconditioning the forgotten tech trees mechanically to be more advanced and not dependent of biogenetic discipline in scientific discipline trees, while not martially hierarchical and not dependent from The Warp technically could envision Emperor's "Secular Imperium" even better than Emperor's himself, this makes me wonder if Weshammer's theory about Emperor's intentionally (at least by his subconscious Psychic nature) to want Imperium relies on The Warp through many Millennia into the future being his actual gambit to struggle to toe-to-toe against chaos gods.
Said gambit might creating new wider channel for humans to direct their psychic attunement (even including Power of Prayers despite Games Workshop's recent attempts to differentiate it from any other types of Psykers' Warp abilities) to Enthroned Emperor (or at least initially to Magnus prior to compromise to his gambit) while trying to avoiding more Mechanically-advanced AI Tech which Fo's envisioned
This considering that Emperor never talk about DAoT's merits at all despite some of their techs can pretty much saves Imperium from further Warp-dependence while can reduce Psychic-link to negatively feed any chaos god/Chaos Undivided
Foe does seem like a blend of Fabius Bile and Belisarius Cawl. Even the theory at the end blends the idea of clones and consciousness transfer.
Honestly I hearing this I do kinda want to see a meeting between these three, and also wonder if Basilo’s work didn’t somehow contribute to the Primaris Project, especially with the idea he might have become Xanthus, and also might be behind the Horusian ideology, we already know Cawl has tried to recreate the Primarchs, and possibly even the Emperor.
It is quite interesting that Fo strongly reminds me of Kimbell from Full Metal Alchemist. A complete and utter sociopath with powers and abilities that could very, very easily make him the most powerful being in all of existence, but who has no interest in ruling, winning or conquest and is content to watch whatever his creations will do or do not, just to learn what really happens and where theory will converge from practice.
The fact that he also only is interested in the scientific part and does not at all subscribe to the otherworldly aspects and patrons of the reality of 40k only reinforces that for me.

As with everything in 40K which can be considered a "game changer", it will never be revealed or used. Useful for catching readers interest but nothing else.
One other aspect of the Custodian's giving the device away is interpretating the Will of the Emperor, and trying to preserve Humanity after His Fall out of severe guilt they didn't manage to save Him.
The Custodian's simply might not trust themselves not to use it, if they do, then the Imperium, and as such the Terra and the Imperial Palace itself, likely would have fallen long ago without the Astartes to defend it.
Giving it to the Grey Knights makes sense as well, they are utterly devoted to the Emperor, being made of His own Geneseed (or at least His genetic elements transposed into Astartes Geneseed anyway), and are the only Imperial aspect other than the Custodes that will assuredly NEVER fall to Chaos at any point. They would also likely die if they used the device in the basic form, but would do so if necessary.
Realistically the Custodes seem to have cut themselves off almost entirely from the rest of the Imperium until relatively recently and focused on defending the Imperial Palace, while trying to do what the Emperor says regarding protection of important individuals or key events. They don't care about anything other than serving Him, but an aspect of that is safeguarding the Imperium, the Terminus Est is way too tempting for them, so getting rid of it allows them to do their jobs without constantly second guessing their decision to not kill all Astartes at every moment in time lol.
The Custodians probably feel it should be someone that could be destroyed that should make the call. If the utterly loyal Grey Knights feel it is worth it, even if they get wiped out as well, then it is time.
As for why the Custodes never wanted to use it, it is a bio weapon and could mutate, the Custodes themselves are only a step away biologically from the Primarchs. It is not inconceivable that they could be harmed as well if the bio weapon mutated over time. For that matter, so what about the Emporer? I can definitly see how it would be a weapon of last resort.

My favorite description of transwarp drive came from the old FASA Federation Ship Recognition Manual: “These engines operate by capturing the warp envelope in a transporter field and beaming it ahead of the ship to attain the reported warp speeds.” I still can’t figure out how that works but when I was 14 or 15 it sounded awesome.

Fo probably began his own study of the Warp based on the notes he discovered in Malcador's possession. He probably arrived at his conclusion that Chaos can be controlled due in part to his attempts to refine the warp-borne aspect of his virus; he must think Chaos energies, specifically, are needed as an ingredient, but careful control is needed lest the powers of the Warp corrupt the virus itself. Papa Nurgle would certainly love to get his fat, snot-covered hands on it.
As for why the Grey Knights were given control of it, this is probably due to the aforementioned warp-spawned aspect of the virus, and additionally, the virus was tailored to target the Primarchs and their Legions. The Grey Knights are not descended from a Primarch, but from the Emperor, Himself.

the grey knights bit is questionable, since it is far more likely that the emperor simply used Janus's purified Thousand Sons Geneseed (you know THE original psychic marines) as a base for the grey knights's one, and that they simply said that it came from the emperor in order to hide the truth.

For your mention of vulnerability of Custodes towards "corruption" in The End and the Death Vol. III, they're not being corrupted by Chaos aboard the Vengeful Spriit, but rather being physically controlled like a puppet on strings by the sheer, amalgamated power of the Warp from all four Chaos Gods on the nonsensical, reality-defying Warp-scape that the Vengeful Spirit has become during the climax of the Horus Heresy, where it quite literally became an extremely potent conduit for the Four to work their foul magic inside.

It's hard to square the mistakes and lapses of the Emperor with his apparent overarching, almost omniscient "plan". Live and see, I guess.
@lukeBryen2 I guess he's superhuman and yet very human as well. But now that he's on the throne and essentially Warging all of reality, maybe his human failings stopped getting in the way and he knows what he's doing (especially with his soul splint in twain).
It is hard to see him making those mistakes if you see the Emperor as only a hero with good intentions.

Valdor isn't exactly know for his love of Astartes and Primarchs during the Heresy, to say the least. I'm not surprised it ended up with the Grey Knights, which are far more neutral. Being psychers might also have something to do with it since there's a warp component to the weapon.

I think the reason the Grey Knights control the Terminus Decree is as such:

20:41 i can think of a much bigger problem...viruses/bacteria cant survive in a vacuum so the only way to spread it beyond the planet its on would be through peoples on space ships, itd spread so slowly, if at all, that it really wouldnt have any impact on the astarties as a whole

How powerful is he in relation to a primarch? The Emperor made only 1 being so powerful to fight his wars, it didnt work and it took 21 Primarchs to replace him? Maybe a speculation video on what his potential could be if he would ever be woke again under certain circumstances. Why did the Emperor not destroy him like the 2nd and 11th primarch?Send him to the heart of the Tyranid hive in his coffin and turn him loose!! When he's done, throw a demon biscuit back in his coffin and recapture him lol. That's probably why I can't find much on this character. It was something that interested me. Wouldn’t it make more sense for the custodies to hold the terminus decree? I mean they oversaw its creation and held authority over it initially. Knowing their misgivings about the primarchs and space marines I find it hard to believe they would relinquish the weapon to a space marine chapter.

as for who holds it, if the custodes arent agreed ot be the ones guarding it, the Grey Knights are the next best choice as they are an insituition setup by the closest thing the Emperor had to a right hand man that he saw as His Equal. if for w/e reason the Emperor is unable to help mankind, and Malcador's organization cannot avert this, then Humanity is rightfully doomed.

Probably wouldn't work on the traitor legions at this point. Plague Marines would be basically immune to it and the Chaos Powers and/or possessions running through the Legions would make them immune as well.
