I thought the minions on the left is neeko it movement so odd

No the right one was strange it stopped hitting suddenly when it was close to sett

minion walk back to you even thou you are way out of that minion aggro, that is a big sign of neeko. And then she walk away and a visual effect play

You are lucky she revealed herself, otherwise she doesn't count as a champ and E wouldn't stun
Using minions for e still gives the stun
pretty sure thats incorrect
Then how do Setts stun others in lane phase ?

It stuns, the condition to stun is to just have 2 or more enemies (including minions) in the skill
