It's a wave height sensor for trimming the camber of the foils. It automatically adjusts the air gap to keep the boat flying/foilborne. Standard on MOTHs, and a clever mechanical system. Also found on some small flying catamarans, etc.

Its a wand, i think thats the name. Its connected through pullys and/or push rods to the angle of attack of the wing on the centerboard, controlling lift according to the angle the end of the wand touchs the water. It sets the angle of the wing on a predictable course as it flies through waves. When its tucked to the hull, maximum angle of attack, as it gains speed and lift pulls it out of the water. When fully extended, least angle of attack, in theory holding at the range of the center board . Its not full proof, depending on the chop the wave can still throw you off.
Back in the day (about decade), in the day they set the angle manually as they went, making the whole thing barely controllable. The wand was a crucial achievement. The angle of attack of wing of the rudder is usually manually set

Watch a guy in similar foil dinghy struggle for the whole session. He could not get foiling for long and because the buoyant part is minimal it was consistently capsizing and requiring major effort to right it. Which would lead to it flipping the other way, and on it went. I wing foil and there is major benefit to having a board that will float with full body weight on board. These boat designers could learn a thing of two by creating bouyant better designed hulls.
