THANK YOU FOR APPRECIATING THOSE DETAILS TOO! :) on the program sony vegas, you need to acquire a moving texture pattern and then set the layer to 'displacement map' in order to make the child layers beneath it wiggle. i set mine to only 0.003 horizontal in order to have a subtle waver effect. if this is a little too incomprehensible, you can either ask me more specific questions for clarification or try googling something like 'displacement map sony vegas tutorial' :D
