Some in prison are INNOCENT and NOT proven guilty! MANY convicted due to being poor and not able to afford an attorney!

And being picked on without really good reasons by the police department's locally that are supposed to help but they don't help obviously.
It seems like their job's not even to help anymore their job is to help themselves!

They killed her. Some of those CO’s do that kind of petty shit. In fact, I’m willing to say that most of them are capable of the most blatant disregard for human life if they happen to be having a bad day. There are a few, very few, compassionate CO’s, but the ratio of inmates to compassionate CO’s can take a toll on even the most caring officers. My heart goes out to this woman’s friends and family.

The royal family of mackinaw city needs investigation and Brought to justice. I've been absolutely tortured by them for whistle blowing their crimes and scams against locals and tourists. Cheboygan County is just sitting back watching it BECAUSE the connection between the mob/cult like leggio FAMILY and The unchecked power of cheboygan. They've turned the small town (I was born and raised in) against me with accusations and lies Saying I'm "videotaping children" when they know I'm a cop watcher/whistle blower and gathering evidence OF THEM stocking and attempting to Intimidate. I have every bit of the evidence needed backed up. I just need someone to listen. Google the lieghio family of mackinaw city Michigan. Judge Maria Burton. Louis and Todd Ross. Court appointed attorney Ron Varga Master repair of Cheboygan. Stans auto repair of Cheboygan. Cheryl and George burden, Jessica Allen, Charlene Dyer. Jeff, and Jennifer Johnson. Lynda Clearwater. William from Master repair. These are the ones so willing to do what they need to keep positions of power. It's sad because not all of them want to do this, they're being threatened! kind of like my mother
      And doctors.

Those who imprison are morally responsible for their captive's physical well-being.

They don't give a damn about you in jail or prison. If its a fire, you think they're gonna help everybody out? They won't

Being placed into unsafe confinement is not on the confinee, its on the confinor!
Failure to make conditions safe was not possible by the detainee but the detainor had the capabilities to relocate the person.
    This was a system failure.
    The system must pay.

They should be responsible, they have custody of them. Its up to them to keep inmates at safe temperatures because simply they are unable. If theirs a heat wave the AC should be on were not monsters. Youve locked them up already, they are caged.

Unfortunately, this type of neglect and torture is a problem year-round. Earlier this year, hypothermia killed one prisoner, and many more had to be treated, at Marion Correctional Treatment Center in Marion, VA. A mental health facility housing inmates with severe mental health problems, some with very minor crimes but are unable to care for themselves.

I feel ya. I was incarcerated in FL women's prisons. The care level for inmates was a joke. I saw 3 women murdered by neglect of the staff in the short 3 yrs i was there. Our county jail was worse tho, believe it or not. It did seem as tho the AC was always broken in the summer and hot water always out in the winter lol

prisons have become privatized so it's not "California's" problem it that particular company's problem, you ask why they haven't fixed anything? because repairs are not profitable, companies are in the business of making as money as they possible can. They wait until uninhabitable then build a new one using government subsites at the taxpayers expense. You want real change, hit em where it counts, their pocketbooks! when it becomes too costly to not do the right thing, you will see an overnight transformation.
Now all that aside, I must disagree with you on one aspect, swap coolers are actually more energy and cost efficient than AC and if operated correctly could easily be more than sufficient, you can achieve OSHA's warehouse workers requirements (closest comparable) of a 85° wet bulb temperature just using fans and adequate ventilation alone, and while no money is worth human life once the actual hazard is mitigated and it becomes strictly a comfort level, than cost to the taxpayer must be considered. Both Swap coolers & AC rely on using humidity to transfer energy. Both have their advantages and disadvantages you mentioned some with the swap cooler system including the largest concern of water eroding, damaging and weaking the actual structure, however an AC unit if operated incorrectly will have just as many issues, higher propensity for toxic mold and erosion from condensation, not to mention the potential environmental impacts and fines from refrigerant leaks / releases. Additional there is a significant cost increase required for servicing and maintenance on an AC unit, commercial AC units (which a prison falls under) are required by law to be serviced be a qualified HVAC technician (residential I believe are only required for refrigerant handling), while swap cooler repairs although still usually involve an HVAC technician mostly due to lack of consumer knowledge they are not technically required, and you can't convince me that if AC were installed, they wouldn't be tampered with and would be getting service regularly by a certified technician. The big cavoite here is whatever system they chose is used, that they must be operated CORRECTLY. And THAT's the real issue, as you stated, they aren't & no one gives a F**k, regardless of which system is used, it would be no different😪. There must be incentive, & in order to have incentive, there must be oversight to ensure compliance, and penalties when found negligent.
