Incidentally there is a ferry that runs from Cagliari to (Rome) at a cost of around $50US/person one way that also transports cars at around $200USD one way for a small car such as a Toyota Celica (with 2 passengers) so you don't need to hassle with airplane travel.

Small villages can't function without a certain amount of people, so they rather give away some unused houses for free instead of killing services for the remaining populations.
They probably looking for people with jobs. Even spending your retirement cash wouldnt be enough. They want to be able to collect income taxes from you so they can PAY for their aging population. They will get that 15k back in 1-2years flat. Where as to collect 14k in just sales taxes wohld take much much longer. Its a numbers game.

I'm Sardinian. The biggest problem is the lack of job places. We suffer from a very high unemployment rate. Keep it in mind if you want to settle here permanently.

They don't have a problem attracting digital nomads, they already come, due to the cheapness of the housing market in the center, and the digital infrastructure. Due to a regional law, there's fiber basically anywhere in the island, so you can work fin from there.
