I have the feeling that was a programming trick to reduce the screen size (therefore the resources required to run the game). I can't recall any game with this "baby passenger in the back seat" POV :P Typically they are the driver's POV.
I remember playing this on budget, I found the later games such as the RAC games were a bit too realistic and too hard to play on the keyboards. I did used to play the 1996 version a lot though.
Ahead of its time. Very realistic and immersive, less arcade than Test Drive.

who can turn on dithering in 16 color 320x200 game? It looks even worse than original pixelated.
