Usually, the low listing price is to generate many offers and the seller can sell to the highest bidder or reject them all. I have seen houses sold for $150K over listing price recently. Don't assume you can offer the listing price and the seller will accept your offer. I don't remember if there was any negotiation for the house I used to own in Lution, Bedfordshire. It was long long time ago, bought it for 13500 pounds in early 1977 and sold it for 26500 pounds at end of 1999. Last year when I checked, it was worth about 250K pounds.
Yes, sound proof is poor especially in old properties. U can hear someone 😪 zzz at night from downstairs or even next store. Or kids can hear what u are doing in your room too.🙈😹👻

當樓市進入興旺期，業主會在拍賣行放盤，通常都比普通市場賣多些，就係因為搏班盲毛去搶高！故買家切記在未拍賣前要做功課，預定最高價位；要忍手而不能以氣用事，否則就做猪仔！

Those areas are not great in London. Wembley is traffic jams due to football games. And the other area house prices is lower with some reasons.
Market decides the price; over or under paid which is only happening occasionally.

买拍卖房屋，你要先研究市场，再找人带你一段时间，有一定的经验和感觉了，再自己从小的开始买。现在市场供应不足，好一些的区买楼要抢的，和北部或者以前可以讲价是不同的了。
提吓D香港友要找個SURVEYOR to check the bloody property (Surveyor Repoert)才有得去銀行找Mortgage(供款)
