Late CDS went around making statements in media defaming and humiliating and calling his own disabled soldiers who got disabled in the line of duty thieves for receiving disability pension worth which government only entitled them. Howitzer was not invented by an army personnel. It must've been an engineer. So some respect towards civilians is not unfair.
If you watch his full speech, what he means is that whoever is in charge, he should have the competence/knowledge about his job. Most politicians don't study. They assume they know everything.
