From the way the leather is cut and tooled with such a thick border, it appears to possibly have come from Wildcat Belts, maker of various WWE belts over the years.
One more thing, WWE Prop Deparment made this and the Phoenix Belt but... Who was the designer? Im on the way to make myself a historian of this stuff...

See I don't think that's too bad, with some tweaking it could've been a decent looking title whether for this or for another WWE title.

It's not been confirmed. But the ECW Pheonix belt was made in house by WWEs prop department, so this may well have been the prop department as well
