Bolt's hexagonal head CAN'T be the size of a circle circumscribing the hexagon. If that is the case then the bolt head is circular rather than hexagonal. Therefore it DOESN'T have any flat sides.
I'm sorry but how are you planning to join the nut and the bult together? I might be wildly wrong but I thought the whole purpose was to have helical threads so the two parts could possibly be joined.
