Well i got my self rx 7900gre and R7 5800X3D and i can cinfirm that i have better fps in this game with my AM4 cpu but damn yes GRE can run games in 4k at 60fps atleast but this game is no no. This game need fix some performance issues but since is in this game forced RT performance is not gonna be mutch better one good tip turn off RT even tho there is bee still some and just run game at 4K High or epic and just turn on AFMF2 with driver 24.10.1 in my experience this driver is most stable so far. I have around 80 to 110 fps with afmf2 and game is quite smooth even at 4K but best option is play game at 1440p at the moment.

This video is recorded 2 days prior to release (Advance Access Build), now the developers added the AMD Frame Generation option to the game, which boosts the FPS by big margin. But the shuttering issues are still present, as you said it's better to stick with 1440p for the time being.
