On the aa ffr Gatling laser, slap the charging barrels on it and it is indeed fully useable in vats and packs a punch, and the ffr makes the charging barrels very useable, give it a go, any Gatling laser with ffr is honestly great with charging barrels.
less VATs AP (25v) on heavy weapons is a godroll, in fact it's much better than 90rw. if you don't use heavy weapons in VATs, start doing so and you'll see how much you're missing out on. Those ammo savings and higher overall damage output will shock you. One doesn't need to have any heavy gunner perks on at all to make 25v heavy weapons extremely lethal, all they need is a crit build. i've done 400-600 damage per VATs crit using a BFFR25v GP without any heavy gunner perks, outside of PA and critting every other shot. Factor in the high base fire rate and FFR, you get a combined total of a few thousand damage done in mere seconds without min-maxing. All it'll cost you is around 10-15 canned coffee chugs to maintain AP and canned coffee is literally free these days. 90rw is also a useless 3rd star effect for those running full WWR sets be it PA or non-PA. There are better 3rd star effects like 250dr while reloading, 15 VATs fill and increased durability for heavies on the 'special groll' side of things. godrolls are VERY subjective. someone might see godrolls as top dps dealers while some might find godrolls to be the best suited rolls for a particular weapon in terms of overall functionality. quad rails are a great example. 25v quad rails used to be thought of as the best but people are starting to realize 25v is totally unnecessary for a weapon that already has a low base AP cost and only 40 rounds. faster reload (15r) or durability quad rails are much more sought after these days and command a higher trade value. i got my qffr15r railway for a yellow asylum and a qex15r for a loon back in the day when they were considered 'inferior' which is hilarious considering how much they go for right now. there are always predatory traders out there trying to lowball players into parting with insanely valuable godrolls or people who don't know better and it sucks because every weapon is unique and godrolls can be made useless or much more desired after a single patch/update. the old meta was 25v for commandoes and 15r for heavies but now there is more discussion about 15r being better in some cases for commandoes and 25v etc being better for heavies. rule of thumb is to ALWAYS test weapons with functional 3 star rolls before coming to a conclusion. things like a quad50c90rw assaultron head would be seen as junk/low value/scrip by most but that thing has the potential to do more than 10 thousand damage on full charge.
Most people are not running full WWR sets FYI. Can Heavy crit builds do a lot of damage ? Yes . And if you’re running a build like that then yes, 25LVC is the roll you want. I'd say it's a bit more complex than that, but it's a good starting point. See, there's always a way for something to be better, because of how the game is and how perk cards, armour and buffs interact with each other and a weapon. Is explosive better than +25fr? Depends on your build, depends on the weapon. I would say a God roll is one that has the first star being from the "top tier" list, so bloodied, AA, Quad (if it's an automatic or has a small ammo cap, like a shotgun), etc... and then both other stars being complimentary to the first star, the weapon and your build. So, a quad railway rifle? Instantly good if you're going for a commando VATS Critical build. Both other stars something to do with VATS? God roll, because you want to either stay in VATS as long as you can (so AP reduction or refresh are both incredibly useful), or do as much damage as possible (crit refresh or increased crit damage)... BUT, if one of those stars interacts positively with another perk in your build, that can be equally as good, but in different ways. So, my main is an automatic choo-choo pew-pew. It has quad, explosive, and VATS enhanced. I call it Thomas the Tank Killer, because I can empty an entire mag of 40 explosive stakes into the same area of a target, without leaving VATS, and while getting multiple crits. It's also one of the most chaotically fun guns I've got 🤣 It *could* be better, if my build wasn't built the way it is, which was itself influenced by the explosive perk and my love of spamming MIRV grenades during certain events. So, faster fire rate, lucky or VATS enhanced on the 2nd star could all *potentially* be better rolls. But I like my spikes to go boom. 🤣
Gold roll fixer is quad 50 critical damage / faster fire rate , less ap cost not an anti armor or bloodied , 20 bullet for a fixer is not enough to sutain dps on boss or chain kill mob , it's strong but not god roll and less ap cost on an anti Armor / bloodied fixer is useless because you'll get enough ap to shoot all your magazine with 20 bullets , faster reload is better for an anti Armor /bloodied.

For energy heavy weapons i actually prefer breaks slower on the 3rd prefix, as fast as they break .
