Each piece of rejuvenators adds an additional regen tick per second. With 1 piece its 1hp and ap per second 2 its 2hp and ap per 0.5 seconds 3 is 3hp ap per 0.33s 4hp ap per 0.25s 5hp ap per 0.2s
that is insane, it makes it sound like it is glitched instead of working as intended, but knowing bethesda it is going to be months before they change it

Choo-Choo's seems like a meme - 500 damage is better than Fracturer's 50, that's for sure, but needing to run up to an enemy, the 50% chance of success, the LACK OF ADVERTISED BLOODY MESS (would be kewl if they went 'splortch' and exploded into gore when you struck 'em), and the fact you can't shoot while running makes it seem painfully mediocre. Like, maybe I'd use it for expeditions, or just screwing around for dailies, but the opportunity cost incurred by using it as a 4* mod instead of anything else in S or A makes it seem mid.

Honestly they really should have speed altering effects be faster then speed demon but still have the cap for speed demon. It’s far too much of a crutch mutation heck it’s negative was broken for about 3 years now since it was last updated.
I think limit breaking and rangers should be in s. You didn't put any regular armor effects in s. So the best regular armor effects would be s tier to me. Definitely putting rangers on my main secret service armor. Will probably put choo choo on my hellcat and make it a pa only build that does damage by running at enemies and punching with Tesla bracers. And I'll put rejuvenators on my Vulcan. I also plan on making a set of secret service to put battle loaders on for black powder fun. I'll probably put miasmas and/or sawbones on melee armor
It's more likely the dev is trying to balance end-game meta with these 4* mods. You can see Bloodied Commando is having a very hard time on the Raid. All non-PA 4* mods are quite underperforming compared to the PA mods and it's obviously intentional.

I did 76 raids, 350 something encounters, and got one reflective. It really is one of the better mods but it also looks like the drop rate is so low it should be worth a lot.

That's the problem of Reflective. It's useful for guardian farming but high levels are already moved on snake farming because the 4* mods drop chance is 3 times better.
Reflective is definitely S-tier. But im happy turtle doesnt consider it S-tier. Means it less likey to be nerfed. Apparently turtle didnt fully test it .
Movement speed doesn't work because everyone either runs Squad Maneuvers or Speed Demon. Both of which (at max) increase the player's speed to max, therefore, Propelling is only good for those who don't want to play with the perk (i.e. alone) or with mutations. They are finally giving us armor effects that allow one to play without mutations.
Yeah I'm a full health build and that on stealth commando being able to crit without that 15% vats charge (I assume the calculation is not taking that into account) is a huge dps boost cause you can replace it with something else
Limit breaking crit savy lucky weapon only need 19 luck to crit every second shot. And fortune teller is instant 1 hour buff. I would never use more than one though there are too many other boxes that are way better
Aegis is easily the best effect between them all in my opinion. Rejuvinators is S, but only if you have the full set. If you only run 1 piece it's not very good, which is kind of unfortunate. What I want to know is just how much DR scales Ricochet. Depending on how much it does, that alone could make Aegis make Reflective obsolete. I'm using a set with 1 Aegis and 4 Reflective because that's what RNG told me to play lol.
The real problem with Runner's is that you have so much AP by the end game that it's like...why bother reducing what is effectively infinite anyway? Add in jumping with Marsupial and you regenerate AP while in the air... Also, going for two mod sets. I want the critical cost reduction for my archer and battle loaders for, exactly what you said in the video, my pirate themed character. Reloading quad dragons just by bashing will be so nice.
I like playing healers, and I really like some of these new mods and perk reworks. I built me some t51b pa, it has the most energy damage reduction than anything else i can craft and mod. I went regenerating with rejuvenating, 2nd star will be full endurance for the new perks. Now I can actually have a paladin build in fallout. Daily ops, expeditions, caravans, and now raids, I've been needing a good group play build.
I agree with almost the entire list,but I think you make the list focusing on the use of power armor.For example, Ranger is tier S in bloody builds without power armor. 25% more damage is a lot of damage and you add to that the weapon locator mod and it is devastating.Another example is Miasma, the mod itself is bad but in a poison build it is essential as it is one of the triggers for the poison weapon mod to work and 50% more damage is also a lot of damage.ty for the job, is appreciated
Rejuvinator's is going to get nerfed massively very soon and I am not mad about it. The fact that it is simultaneously outperforming the VATS and HP regen 4* armor mods doesn't make any sense in terms of balance, someone at Bethesda messed up again.
Can’t say if it will be nerfed or not, but I really don’t think it needs to be. It’s a very nice effect and deserves S tier but even a full set won’t make you anywhere near unkillable in raid or make it much harder to run out of AP. Stims and coffee are super easy to get and give more healing/ap while they are up and can stack on each other to come by so it’s mostly just QoL to save using those in content that isn’t hard and add a bit to them when you are, aegis is better for pure utility IMO. Also it’s limited to power armor and its nice to have a reason to use PA with the new 4 stars. If anything I think they should change it to only share half the effect but fix the sharing bug so it can’t be stacked too far, and also buff at least sawbones and some others
Recently decided to switch from a bloody SS armor build to a heavy gun PA build (in hopes off running the raid). It has been a pain... I dropped about a 100 lbs of plans on a random, lucky player and am now unencumbered at least until I dawn my PA. Guess I need to drop all the chems ive horded but never use next
I love all the healing mods like rejuvenator and vampire. But scanner and limit breaking is too tempting. So i settled with 2x scanners, 2x limit breaking and 1x reflective. Vampire weapons are replaced with conductor.

I have one piece of rejuvenators it's awesome, I have sawbones as well. Not noticing it but it's hard to get a full set of something so I took those two I had but rejuvenators is totally worth it.
I would give runner a b cause low ap builds(that exist) really can t sprint for more then 10 seconds, for exploration is gold and if ranger wasn t a thing that would be my favorite

Would limit breakers let me switch out critical savvy for bloody mess? For maths i have 31 luck with a balistic bock+ happy go lucky. Would 5 peice limit breakers plus 31 luck make it able to cut critical savvy out entierly? (I also usually run 11 base luck + legendary luck and shelided road leathers for 33 total have the 1 point removed and a different underarmor atm)
if you run low luck limit breaking will allow you to crit every other shot and scanners is kinda deminishing returns if youve got a low ap cost weapon with vats optimised already

My issue with Radioactive-Powered, is the amount of maintenance necessary to utilize it seems annoying, for a payoff that can be achieved with other consumables. Like, most of the time you're NOT going to have a 4* effect, because you're not going to slam back a ton of toxic goo for every encounter, and in encounters where it does matter (raids, earle, etc) you can just chug coffee -- I'd rather have something else as my armor 4* for general gameplay, and coffee, for when I need infinite VATS I guess the benefit, is that Toxic Goo is much easier to get than waiting for Coffee production, but the trade-off is needing to sit through two loading screens, the limiting of your own hp... Should we ever get a future raid boss that does a ton of rad damage, this would be god-like.
really just wild how for any set of game mechanics bethesda creates, there's always 1 or 2 very obvious best choices and everything else mediocre to bad like what is the point of the trash tier stuff, why bother investing the work to make them if nobody's going to want to use them?
1 piece radioactive-powered is okay. Company Tea gives you a little rads so I guess it adds a little ap regen to that, and it makes What's Rads totally obsolete. Which is nice, legendary slot is pretty expensive for that effect.
Bethesda's only has one solution to difficulty. That's to make them damage dealers and bullet sponges. When that's there only play then the only solution is a big health pool and power armor. My solution is to ignore their raid and let their fruit rot on the vine.
rangers. all the other good legendaries are power armor only. you don't need limit-breaking as a bloodied build. tanky's is an option but not a great one.
Well Angry Turtle, I thought I had a gotten a good weapon from a glitched drop. I got V63 Olga from a random drop for some reason on my level 760 or so. However it is only level 5 so not sure what I can do with it.
I had 5 stacks of Aegis + max bullet shield & ricochet while wearing Vulcan power armor. really felt like I was wearing tissue paper. base T65, I felt like I could tank dmg better. hell even Union I could sustain better in. don't really know what's going on there.
I've been farming the robot for over a week and haven't gotten a single Rejuvenators. Is there a better chance for it to drop in the later stages of the raid?

I've been trying to do Raids, but a minute into most Raids other players bail... sadly I'm a solo player nore have other playmates to grind it. Hopefully there's other ways to get 4 Stars or this a quit the game time for me if Bethesda goes the Raid only drop route. Hopefully next update from PTR I get to buy them or get them in other ways.
Bethesda sees the player engagement. If enough people ignore the raid then they'll recycle the rewards elsewhere later like they did with Nuclear Winter and Survival mode. The mutated event party packs are simply recycled rewards from other parts of the game.

Raids drop 4* mod boxes, but the only way to learn the recipes for these mods, is by scrapping 4* weapons (stage-dependent uniques)/4* vulcan armor pieces that have a low % chance to drop after each stage. Like, from the Ultracite Terror, you can get the Ultracite Terror Sword, or Boiling Point, and learn the 4* Viper's/Pyromaniac's legendary mods by scrapping those uniques, OR you can get the plans to craft those unique legendary weapons (and then scrap them), but you cannot drop a plan for the mod itself. Make sense? Further, 4* mod boxes can be dropped/traded/sold, but 4* gear is character-bound - I can craft an infinite amount of Ultracite Terror Swords to scrap, but I can't trade/sell/drop them, but if I learn the Viper's recipe, or manage to get a loose mod box from scrapping those terror swords, I can then trade the subsequent modboxes. As far as weapon mods go, Viper's, Pyromaniac's, Encicler's, Fracturer's, Conductor's, Bully's, Combo-Breaker's, and Electrician's will be the easiest weapon mods to learn, because they come baked into the unique weapons you can learn recipes for. For learning armor mods, it's hoping the raid drops a 4* Vulcan piece, and getting lucky while scrapping it - that's how I got my Reflective recipe. Now, There is SUPPOSED to be 4* mobs in the open world that would drop 4* legendaries, but they got delayed for whatever reason.

That second mod Aegis is pronounced like it sounds lol just imagine the “E” is silent. It sounds just like Ages but spelled Aegis. This is a mythic shield I own in final fantasy 11 lol. That’s the only reason I know how to pronounce it but hearing Turtle say it was the cringiest thing I’ve ever heard. We still love ya Turtle & always enjoy the videos lol
A lot of these are not great especially when you specify it requires a really specific scenerio. Aegis for example, if you need a full team running this its not good. Its only on power armor which is already tank, not good. The only place the defence would even matter is maybe raids where you may want more dps instead and are most likely going to be full health, not good. Its a high B but s rank? Cmon dude...
Rejuvenators and other AP refreshes are different effects and do not override or conflict with each other. 5 Reju(25AP/sec) >= 2 permanent canned coffee(24AP/sec)
for normal armor no mods are worth the grind, for PAs there are at least a handful of good things but I think things like eagis should be for all armor not just PAs Being someone who likes to have similar effects between normal armor and power armor since I often switch between them, I think I'll put things like weapon damage or critical hit cost reduction (a real shame since I love HP regeneration even if out of action for a matter of convenience and the aegis elemental defense bonus would be much more useful with normal armor)

Stims and coffee are super easy to get and give more healing/ap while they are up and can stack on each other to come by so it’s mostly just QoL to save using those in content that isn’t hard and add a bit to them when you are, aegis is better for pure utility IMO. Also it’s limited to power armor and its nice to have a reason to use PA with the new 4 stars. If anything I think they should change it to only share half the effect but fix the sharing bug so it can’t be stacked too far, and also buff at least sawbones and some others
Rejuvenators is the best effect period healing for tankyness and ap for more shots in vats = more crits = more dps
I just got the last rangers mod I needed recently and the full stack buff is so nice on a commando build I’m shredding with my anti armor v63 carbine
Recently decided to switch from a bloody SS armor build to a heavy gun PA build (in hopes off running the raid). It has been a pain... I dropped about a 100 lbs of plans on a random, lucky player and am now unencumbered at least until I dawn my PA. Guess I need to drop all the chems ive horded but never use next
I love all the healing mods like rejuvenator and vampire. But scanner and limit breaking is too tempting.
So i settled with 2x scanners, 2x limit breaking and 1x reflective. Vampire weapons are replaced with conductor.
Man, I kinda knew reflective/choo-choo were good but i'd hoped for more sleeper S's tiers just so there'd be lest competitions for their mod boxes on the market.
I have a completely off topic question, I unlocked the v63 laser carbine last season and today I went back to the vendor I got it from and he was selling the plan that was somehow not unlocked for under 20 caps and I bought it, unlocked it and now I have two of the same version, same stats that I can make under energy weapons at the weapon station. Anyone else experience it?
I have one piece of rejuvenators it's awesome, I have sawbones as well. Not noticing it but it's hard to get a full set of something so I took those two I had but rejuvenators is totally worth it.

For maths i have 31 luck with a balistic bock+ happy go lucky.
Would 5 peice limit breakers plus 31 luck make it able to cut critical savvy out entierly?
(I also usually run 11 base luck + legendary luck and shelided road leathers for 33 total have the 1 point removed and a different underarmor atm)
Why is limit breaking better than scanners? Does more crit bar have more affect than ap needed for crits??
if you run low luck limit breaking will allow you to crit every other shot and scanners is kinda deminishing returns if youve got a low ap cost weapon with vats optimised already

Im gonna throw on luck as 3rd star for my pa set, i dont think i’ll need to run limit breaking, would rangers or scanners be viable 4th stars? considering you can collect infinite toxic goo and its weight is reduced by thru hikers I wouldn't write it off tbh
My issue with Radioactive-Powered, is the amount of maintenance necessary to utilize it seems annoying, for a payoff that can be achieved with other consumables. Like, most of the time you're NOT going to have a 4* effect, because you're not going to slam back a ton of toxic goo for every encounter, and in encounters where it does matter (raids, earle, etc) you can just chug coffee -- I'd rather have something else as my armor 4* for general gameplay, and coffee, for when I need infinite VATS
I guess the benefit, is that Toxic Goo is much easier to get than waiting for Coffee production, but the trade-off is needing to sit through two loading screens, the limiting of your own hp...
Should we ever get a future raid boss that does a ton of rad damage, this would be god-like.

1 piece radioactive-powered is okay. Company Tea gives you a little rads so I guess it adds a little ap regen to that, and it makes What's Rads totally obsolete. Which is nice, legendary slot is pretty expensive for that effect.

Bethesda's only has one solution to difficulty. That's to make them damage dealers and bullet sponges. When that's there only play then the only solution is a big health pool and power armor. My solution is to ignore their raid and let their fruit rot on the vine.

rangers. all the other good legendaries are power armor only. you don't need limit-breaking as a bloodied build. tanky's is an option but not a great one.
Well Angry Turtle, I thought I had a gotten a good weapon from a glitched drop.
I got V63 Olga from a random drop for some reason on my level 760 or so.
However it is only level 5 so not sure what I can do with it.

I had 5 stacks of Aegis + max bullet shield & ricochet while wearing Vulcan power armor. really felt like I was wearing tissue paper. base T65, I felt like I could tank dmg better. hell even Union I could sustain better in. don't really know what's going on there.

I've been farming the robot for over a week and haven't gotten a single Rejuvenators. Is there a better chance for it to drop in the later stages of the raid?
Not specifically that perk, but it increases 5% each stage for a 4 star legendary, starting at 10% and at 30% at the final boss

I've been trying to do Raids, but a minute into most Raids other players bail... sadly I'm a solo player nore have other playmates to grind it. Hopefully there's other ways to get 4 Stars or this a quit the game time for me if Bethesda goes the Raid only drop route. Hopefully next update from PTR I get to buy them or get them in other ways.
Bethesda sees the player engagement. If enough people ignore the raid then they'll recycle the rewards elsewhere later like they did with Nuclear Winter and Survival mode. The mutated event party packs are simply recycled rewards from other parts of the game.

Rejuvenator is power armour only its basically solar armour equivalent but better sawbones works on both but is weaker

Is raids the only way to get 4 star legendary mods and plans?
Raids drop 4* mod boxes, but the only way to learn the recipes for these mods, is by scrapping 4* weapons (stage-dependent uniques)/4* vulcan armor pieces that have a low % chance to drop after each stage.
Like, from the Ultracite Terror, you can get the Ultracite Terror Sword, or Boiling Point, and learn the 4* Viper's/Pyromaniac's legendary mods by scrapping those uniques, OR you can get the plans to craft those unique legendary weapons (and then scrap them), but you cannot drop a plan for the mod itself. Make sense? Further, 4* mod boxes can be dropped/traded/sold, but 4* gear is character-bound - I can craft an infinite amount of Ultracite Terror Swords to scrap, but I can't trade/sell/drop them, but if I learn the Viper's recipe, or manage to get a loose mod box from scrapping those terror swords, I can then trade the subsequent modboxes.
As far as weapon mods go, Viper's, Pyromaniac's, Encicler's, Fracturer's, Conductor's, Bully's, Combo-Breaker's, and Electrician's will be the easiest weapon mods to learn, because they come baked into the unique weapons you can learn recipes for.
For learning armor mods, it's hoping the raid drops a 4* Vulcan piece, and getting lucky while scrapping it - that's how I got my Reflective recipe.
Now, There is SUPPOSED to be 4* mobs in the open world that would drop 4* legendaries, but they got delayed for whatever reason.

That second mod Aegis is pronounced like it sounds lol just imagine the “E” is silent. It sounds just like Ages but spelled Aegis. This is a mythic shield I own in final fantasy 11 lol. That’s the only reason I know how to pronounce it but hearing Turtle say it was the cringiest thing I’ve ever heard. We still love ya Turtle & always enjoy the videos lol

A lot of these are not great especially when you specify it requires a really specific scenerio. Aegis for example, if you need a full team running this its not good. Its only on power armor which is already tank, not good. The only place the defence would even matter is maybe raids where you may want more dps instead and are most likely going to be full health, not good. Its a high B but s rank? Cmon dude...

Someone told me rejuvenators override the affect of powered, so I went to reflector. Can someone confirm?
Rejuvenators and other AP refreshes are different effects and do not override or conflict with each other. 5 Reju(25AP/sec) >= 2 permanent canned coffee(24AP/sec)
for normal armor no mods are worth the grind, for PAs there are at least a handful of good things but I think things like eagis should be for all armor not just PAs
Being someone who likes to have similar effects between normal armor and power armor since I often switch between them, I think I'll put things like weapon damage or critical hit cost reduction (a real shame since I love HP regeneration even if out of action for a matter of convenience and the aegis elemental defense bonus would be much more useful with normal armor)
