It's not a "claw game" it's a vending machine. You pay for the amount of mochi icecream that you want and the machine let's you "play" until you get all the icecream you payed for, that's why the claw is strong. The only thing you are "playing for" is the flavour you will get.

He paid for 6 mochis which gave him 4 coins in return. With 4 coins he bought 1 more mochi. It's kinda like buy 6 and get one free.
