    John,
Thanks so much for uploading this video and breaking it down for us. As a 29 year firefighter/paramedic veteran this tragedy is truly heartbreaking. Much respect to the police officers and firefighters that had to work through this scenario.
There are two important things that I want to bring up. The first being that depending on the EMS or Fire agency, Mr. Houston (or any overdose victim) isn't free to go, depending on the respective protocol. And I think that is what the problem was with this encounter. Mr. Houston was required to be evaluated by a doctor as result of suffering a narcotic overdose, as evident by the successful resuscitation by Narcan.
The other important point is that when we encounter these types of victims that are unconscious, that is the perfect time to do a quick full-body assessment (that's the medical term for search). Unlike police officers, EMT's are not bound by protected rights or violating the civil rights of the victim. Especially when the victim is unconscious. That is your time to do a quick pat-down of the patient to look for clues as to why the victim would be experiencing a medical event, and look for hazards, such as knives or guns. We call it scene safety. While Mr. Houston was unconscious would have been the perfect time to find that gun and disarm him.
Again, thank you for posting this video. I have been a big fan for quite some time, and believe you are doing great work to help keep the good guys safe and well trained.

David Decker thank you for your service! What is the department policy on handling a weapon? Like in this case if during your scene safety check you find a weapon. Are you allowed to remove it or do you have to wait for an officer?
My concern for you is if there is no officer then what?

David, as a former EMS professional as well, these were exactly my thoughts, the time to do a quick pat down "assessment" is when the patient was unconscious.

That Firefighter was Fireman Mitch Lundguard. He left his wife and 3 kids behind. He only had about an hour left in his shift. He went to our church and the community was very heartbroken over his loss. You can view his memorial service online. Good man, good Firefighter.

I still remember this story happening back then.. guys like this take our amendment rights away.. but the government has a hand in that too by allowing people to come over the border with illegal drugs and allowing corporations to flood our markets with opioids.. so we all pay for this in some way shape or form including this perpetrator.. and the way the system is working right now we cannot even vote people out that don't help our country

Plus last time I checked if your conscious you have every right to refuse consent to medical assistance, had he still been unconscious that be a whole other story, also the guy was clearly attempting to advise him that he could not articulate and possibly didn't comprehend to a certain extent what was going on

@I Am The One Who Knocks the number of Law Enforcement jumping the gun when people aren't reaching is very low (that does not minimize or lessen the seriousness and tragedy when it occurs). The Officer should have noticed that the gunman was reaching by the way he had to reach to get his firearm. Plus the gunman wasn't that fast at putting his firearm on target. You are also correct that the firearm should have been located whilst he was ''out'' on the Coach.... and there were Paramedics and Law Enforcement right there. How he was able to get off that Coach with that firearm is a mystery. I hate to say it, as I do support Law Enforcement (the law abiding Law Enforcement) worldwide but, that entire thing is on that Officer. He missed too much that gave that bloke the opportunity he had. There should have been 0 injuries that day, 1 being fatal to a Firefighter. I also can't believe the shots he was taking, with a sidearm, at such a long distance with the gunman using innocents as a shield. That Officer failed the Public that day, as all that violence was absolutely unavoidable (not to mention....needless) had he bloody paid attention. His being bent over, having his head down, was a HUGE mistake.

Not saying it's easy I wouldn't ever even be in this situation but if so I would shoot the second they blink, my gun would be surgically attached to my hand. But nothing ever ask a lights to that level. It's the first time that anything like that ever happened in my town. They did the best they could with the training they had. Literally, the tears are rolling down my face! These are the cases that people don't see! That officer was SO calm and SO nice at first and all he wanted to do was help the guy. The guy could have gone to the hospital, EVEN WITH HIS GUN, and tried to hide the gun in his bag or something. He didn't have to take it out and shoot people who were JUST trying to help him! I thought the tragedy was going to be him falling over and dying. I had no idea he was going to shoot someone who meant him absolutely no harm! Wow! You can't trust anyone! That just came out of nowhere! They just saved his life and his thing to do was to kill! I am so sorry for that officer & the firefighter and his family! My heart goes out to him and his family! Those cops saw him reaching and normally would have shot him the second he started reaching but if they did shoot him and it turned out he was unarmed it would have created a bad situation for the police department and city this happened in. "when we encounter these types of victims that are unconscious, that is the perfect time to do a quick full-body assessment (that's the medical term for search)." Well said. Skipping that important step led to this incident. Also, as soon as the suspect stated he "has a problem with officers touching me" and kept stepping backward, those officers should have seen big, giant, screaming red flags and responded with quick and decisive action. While I admire the officers for the compassion and patience shown, I feel that too much of a casual attitude by these first responders and officers on scene resulted in a dangerous and deadly outcome. This happened across the street from my old house. I heard the shots from my bedroom amd got my 8 year old daughter out of the front room but it was too late. She saw everything. The large building is the library. Firefighter Mitch Lundguard went to my church and my beat friend was a responding officer to this incident. The suspect and Mitch died, the officer that was shot survived as well as a female bystander who was shot in the head.
Appleton is for the most part a dream community to have a family. This shooting rocked our community to the reality of the dangers there are in the world. I grew up in foster care in the inner cities...I knew what those sounds were and remember screaming for my daughter who was 8, to get down and crawl to the back of the house. I saw people gathering outside with their phones out and started to usher them inside and out of the way. Green Bay PD came down to handle this and it was unnerving to have them come to my house to interview my daughter and check our house for bullets. RIP Mitch, you're not forgotten and your family is being cared for. Thank you for your service LEO, EMT, FF, FR. I know the risk you take, even in small towns where "nothing" ever happens.

Our society doesn't seem to want folks to have access to good healthcare and the insurance industry is mostly responsible for that. Most doctors who have a practice spend a great deal of their time fighting with insurance companies to either have a procedure approved or even to get paid. We are allowing this to happen to ourselves, and one day only the 1% will be able to obtain any medical need. I stay healthy by not eating the SAD - (standard American diet), taking boat loads of supplements, not consuming any sort of street drugs, staying at a healthy weight. It takes about a quarter second for your brain to react to visual stimuli. Now take into account after you have taken in that visual stimuli your brain needs to break down a reaction. It's not uncommon for people to watch something occur just a little bit too long simply because their brain is desperately trying to paint a picture of what is happening and how to interpret that action. Then your brain needs to tell your body to move. Around this time your body will begin to release adrenal from your adrenal glands in order to more concisely deal with a threat, but adrenaline isnt instant. From sudden onset adrenaline takes about 2 to 3 minutes to properly distribute and in that time your reactions will continue to be just a bit slower than physically optimal.
As a viewer its easy to judge this as a slow reaction but in the moment it's a different story

Aw man, I remember this one when it happened. So sad. Idk if John mentions it or not yet, but a fireman was killed in this incident. Rest his soul. A man who's sole purpose of being there was to save this man's life and in return for his kind act, he becomes a victim of the man he saves.

@@carlgois8579 Usually the EMS will dig through pockets and backpacks and things like that right away so they can try to figure out what you may have taken. The last thing they want is to waste some Narcan on somebody who doesn't need it. The fact they didn't notice the gun does support your comment some but also highlighted the fact that they could use better training. I'm a civilian and it was still the first thing across my mind. 🤷‍♂️

@@bdkj3e Agree, this is the exact reason why officers tell you to put your hands up and they will shoot if you reach. People criticize when cops shoot first, and those same people will just feel "sad" when the officer gets killed or shot and then in a day will forget about it.
