There were UN sanctions on Serbia&Montenegro (all that was left of Yugoslavia after the breakup) in the 90s bc of the wars (huge can of worms). In 2004 S&M were allowed to compete again and then the 2 countries split in 2006 and they both competed as individual countries starting in 2007
In order to change the pattern I would like you to react to some opening ceremony/ flag parade. 2016 or 2019 are two of the best opening acts ever IMO.
