If the light is red, you first make a complete stop behind that white line, then you can turn right. That's what my driving instructor told me before the test, but when I took the test the light was green so I didn't need to care about this sign. Did they fail you for stopping or not stopping?

@pegmatiterock2911 There's one forward parking at the very end of the test (after you come back from the public road to the MVA). Watch it here 6:02 . You just need to park in any available spot and avoid hitting the bollard. There's no forward parking in the closed course part though.

You can actually go back to where you stop the car to start backing and redo it if you feel like it's needed.
