I don't know on a purely factual level, but I can take a highly educated guess. Thus, the following is all conjecture, based on how I would probably program it on a machine running at only a few megahertz. The game does not bother running any sort of AI for CPU racers that aren't close to you. The SNES simply isn't powerful enough for that. Instead, it just keeps track of how fast you've been progressing through the track over the past couple seconds. If you've been going slower than expected, it spawns a CPU racer behind you. If you're not in first and you've been going faster than expected, it spawns a CPU racer ahead of you. These racers despawn as soon as they get far enough ahead or behind you. There's probably also a hard limit on the number of CPU racers that can be spawned at once; probably 3 or 4. This essentially means that, if you remain in 1st, the AI "cheats" by keeping 2nd place a fixed distance behind you, just outside of spawn range.
