My yamahopper has a piece of the handlebars stuck in the cylinder after I pulled them up and out, also I was wondering how the bottom forks pull out. Should I just tap the stuck piece all the way through?

How did you remove the bars from the stem? I'm working on one right now, and no matter how hard I pound them, I can't pull them out.
I tapped the stem lightly downwards with a hammer onto a piece of wood
