I'm guessing that either the really nice finished basement area was either treated as an in-law suite or rented out to tenants/air bnb. The hot water heater would be safer to be kept in the bathroom area. I understand that the contractor built the bathrooms based off of where the water lines were, but a hot water heater in a bedroom is potentially hazardous. Lovely home.
I'm pretty sure that in order to comply with building codes, most states require a room to have either a door or a window to the outside in order to be considered a "bedroom".
Always say curb appeal. Front steps need attention really bad as either mold or green moss encompasses almost all the steps. Quick fix, and that issue certainly won't stop a buyer on this house.
