Paint shop pro by Corel is way better than photoshop and you can use photoshop filters and brushes and effects in it. And it's a one time purchase not a monthly subscription I think it was $40 for the ultamate version.

First they have Designer, and then there is their XVL Studio which is really great for technical illustration including for patents, but it takes a certain level of proficiency.
