I wonder if the title refers to her and not her uncle. "Inspector Gadget" is obviously a nickname given to someone who does the work of a police inspector with the help of gadgets. While both Penny and her uncle have gadgets, Penny is the only one doing the work of a police inspector, so that nickname fits her better. Fun fact: in most (if not all) episodes, you can actually cut every scene her uncle is in and the story still makes sense. In episode "The Weather in Tibet" there is a scene where someone asks her "You're Inspector Gadget's niece, aren't you?" and she replies "Yes, I am!" Guess what that scene can be edited into! :)

So, I always thought that MAD Cat was being a bad kitty. My parents never knew I did this...lol. Maybe one day I'll tell my mother.

Some of the 1983 model sheets actually show off the car's flying mode, indicating that the plan was indeed to have it fly - but the creators must have decided against that at some point during development. (And then years later, they apparently forgot that decision when producing this Christmas special.)
Well, with an idiot like her uncle around, the only choices she had were: learn to drive or be killed by her uncle in a traffic accident (this is not the only time she had to grab the wheel). She can also drive other vehicles such as: trains, tanks, boats, submarines, planes, helicopters, blimps, etc.

I know, right? Even if I'm pretty sure Dr. Claw's Santa disguise included a rubber face mask or something in addition to the beard (hence Inspector Gadget not recognizing him), it's still kind of a cheat...
If you want to see Claw's face, buy the action figure. This is the first time in the cartoon that we see his whole body, and apparently he's not that tall.

There is an action figure of Dr. Claw and in order to see his face you have to open the box. So it could have been for commercial purposes. If you go for my unreliable narrator theory (everything we see is Penny playing pretend with her dog while her uncle is at work) it could be because she created him based on some other "faceless" character she may have seen on TV.
He is revealed, just not in the cartoon. In order to see his face you need to complete an Inspector Gadget video game or buy the Dr. Claw action figure (without opening the box you can only see his body). I think they wanted the viewers to be the detectives solving the case (and make more money from toys and games of course)
