If you stand under the covered area of the lower deck you likely won't get wet at all. You might get a few splashes here and there, but nothing too serious.
The boat ride itself is only about 20 minutes or so, but the wait in line could be a long time depending on what time of the year you go. If it's the in-season, you could be waiting over an hour.
