Whacka will respawn every time you beat the pit and your reward is a whacka bump, meaning it is entirely possible to have all of your slots as whacka bumps, meaning the pit needs to be beaten 47 times (including bonetail and Whacka 1)
Well, with the Stranger Sack you could have up to 20 + 32 total bumps

You can also face Whacka multiple times and get more Whacka Bumps! The second time I did this, I almost lost on a misinput using the Danger and Peril Mario strategy, but thank my lucky Stars that I was saved by the Is meteor😅 ✨️

I HAVE learned in recent times that just waiting half an hour before completing the main story in general, you CAN fight Whacka BEFORE fighting the Shadow Queen…
So really, the only post-game exclusive content is the Gold Mario badge (upon completing/collecting all 58 recipes, 86 badges, and 134 Tattle logs) and three extra troubles at the Trouble Center (and Lady Bow for an Easter egg cameo in Poshley Heights).

You have to return to Rougeport to receive the RDM special issue mail. I learned that the hard way.
I defeated Bonetail and hit Whacka 8 times total. After the eighth time, I went straight for the Pit of 100 Trials without going to Rougeport. I found nothing at the bottom - no undead dragon, no whack-a-mole, just the opened chest that had the Return Postage badge.
Should have give him like 300 hp
They should've also made him heal more often depending on his current health percentage

If it's not in the trash can then you'll have to go back to the moon for it. I had to do the same

My strategy for whacka was to deal as much damage as I could, then use vivian to hide. He throws all the bumps, then next turn he makes more appear. Rinse and repeat

I just beat the pit and then went to west rogueport and got the email.
You actually don't need to beat the game to unlock the fight. You just have to wait roughly 30 minutes and then next time you go to Rogueport you'll get the email letting you know he's in the pit. I beat him before doing the Palace of Shadows.

You don't need to fight the shadow queen first. Basically just finish the Pit and wait a bit and return and he will be there. Did this before starting chapter 6

Big tip for Whaka: I found out that Koops' Shell Shield doesn't break in the middle of multi hit attacks so that's a brilliant means to keep Mario safe
