Too me it's not a juxtaposition so much as a realistic facet of what war is like. WWII infantrymen weren't listening to "Epic Orchestral Compilation #138 - Saddest/Most Badass Music," they were listening to sentimental ballads, jazz, and swing (with the occasional blues to spice things up). In the kind of massive wars in which every healthy person becomes mobilized, the army is full of normal people who would rather listen to the cheery sounds of home. That's why the '60s style pop songs in the Thunderbolt adaptation are so pitch perfect

The song is meant to sound inspiring with the upbeat music. It's meant to portray two entirely different things. To the civilians, the bystanders, they see the cause of the war as glorious. They see their side as fighting the evil of an opposing empire, that they are doing what is right. The lyrics tell a story of loss, sorrow, and pain however. Young soldiers fighting for reasons they don't actually know. Watching their friends die during the horror of war and the future that will come after for them. There is no clear justification for why it happened, not to them. They become no different than the machines they use to fight.

When I saw the compilation movie, I literally laughed and had to rewind at the part where the Zeon soldier is air-dropping in on the giant Jaburo base in a Zaku, says "Am I going to make it!?" and then gets blown up while this cheesy song plays in the background. It was such a quintessentially Japanese scene; I loved it!
And yet the lyrics are almost hilariously tragic if you read or understand them... It's a very weird song as it sounds positive, yet it's a lot of horror and destruction and an insane, harrowed hope that it was somehow worth it, and a new day comes out of it. Otherwise what was the carnage for?

damiester1 To be fair, the Titans were founded after not only the genocidal One Year War, but as a direct result of the actions of the Delaz Fleet, which saw central North America devastated and likely killed millions. It's explicitly shown that the Titans are acting well beyond their intended limitations and that the majority of the Federation was not fond of what they were doing, hence why so many Federation officers joined the AEUG. And on the scale of atrocities, the Titans only gassed a few colonies, blew up Jaburo and tried to use a colony laser-- the Principality gassed and nuked dozens of colonies, created colony drop tactics, built the FIRST colony laser, and every one of their successor governments continued to leap to the 'Devastate the Earth' option without one lick of concern for the civilian casualties. Even Char was willing to kill tens, if not hundreds of millions by dropping Axis onto the Earth for his utopian ideals. The Federation may not get much done after the One Year War, but the only time they ever started committing large-scale atrocities is when their internal structure was subverted by the Titans, and after said Titans were gone, they went right back to being ineffectual.

The Titans were gassing colonies while they had an overwhelming military advantage. The Zeon resorted to gassing or dropping colonies when they were faced with eventual defeat due to differences in resources.

damiester1 To be fair, the Titans were founded after not only the genocidal One Year War, but as a direct result of the actions of the Delaz Fleet, which saw central North America devastated and likely killed millions. It's explicitly shown that the Titans are acting well beyond their intended limitations and that the majority of the Federation was not fond of what they were doing, hence why so many Federation officers joined the AEUG.
And on the scale of atrocities, the Titans only gassed a few colonies, blew up Jaburo and tried to use a colony laser-- the Principality gassed and nuked dozens of colonies, created colony drop tactics, built the FIRST colony laser, and every one of their successor governments continued to leap to the 'Devastate the Earth' option without one lick of concern for the civilian casualties. Even Char was willing to kill tens, if not hundreds of millions by dropping Axis onto the Earth for his utopian ideals.
The Federation may not get much done after the One Year War, but the only time they ever started committing large-scale atrocities is when their internal structure was subverted by the Titans, and after said Titans were gone, they went right back to being ineffectual.

And even within that half, only very few actually sent out troops or resources. Moreover, whatever the official reasons may be, we saw that the entire upper echelon of the titans were corrupt to begin with.
As for scale, you're comparing different time frames and context. The Titans were gassing colonies while they had an overwhelming military advantage. The Zeon resorted to gassing or dropping colonies when they were faced with eventual defeat due to differences in resources.
