On the other hand I fear that if it's eliminated under the Trump administration he'll use that as an excuse to cut taxes for billionaires and just blow up the national deficit and debt even more than his first term.

If it's eliminated after the start of his administration, the additional debt created by yet another ill advised tax cut would be clear to see.
If they were serious about budget cuts they wouldn't need the overhead. Tariffs are a self-defeating revenue source because they are implicitly designed to change consumer behavior. That why Trump says "I don't care if it's 100% or 300%," it's not about revenue anymore because he wants to use tariffs to redefine the value proposition such that people just won't buy Chinese. In this way, an effective tariff eliminates itself as a tax revenue source; they know nothing in their plan improves the deficit. This has been going on for 40 years, the GOP is trying to intentionally bankrupt America while giving the rich money that they saddle the public with. They've used deficits as the basis for going after spending they don't like, not to control the debt.
All Trump can do is either sign or refuse to sign whatever taxes congress puts in front of him, congress is in charge of that, the President has literally no control over the deficit besides either signing or vetoing congresses choices. Hope this helps

I would advocate removing the debt limit. It was a political gimmic from the start since it didn't restrict legislation without funding measures.
