The phone with over 700 family photos - I'd be trying to find the original owner (texting contacts) because those photos may be cherished memories. You may think "How can they be cherished if they got rid of the phone that's storing them?" But what if it was stolen?
It also could be possible that these photos are backed up and they decided to upgrade their phone to something better and just forgot to factory reset it, just because a phone has that many photos doesn't mean its stolen, its just a heavily used phone with the wear and tear of normal use, its very well likely they just upgraded their phone and didn't reset that one

Yo, Jacob, let me give you a piece of advice. When you factory reset a phone, YOU HAVE TO delete the account associated with the phone. The reason why is because there is Google lock, meaning that you can’t use the phone without putting in the owners Google account. It’s kind of like iCloud lock. You can actually bypass the Google lock and iCloud lock too. On the phones, go to settings, accounts, and if you see 3 dots on the corner top right of the screen, you can press delete account. Have you gotten any complaints that you have reseted phones and then after that, people can’t get into their phone because of Google lock or iCloud lock?
Older tracfone SIMs were paired to the phone the first time they boot up, so if there's no SIM, it simply won't work unless you can get a hand on some unused TF SIMs from those days. They locked down the SIM cards because the airtime was managed directly on the phone itself, not on the carrier's side. Putting the SIM in another phone would defeat TracFone's entire billing system at the time. Eventually they had to use the more traditional carrier-side billing methods when they started selling BYOD plans and phones that are outside of their strict software ecosystem
If you get some old tracfones that don’t have a SIM card, then you can just consider them junk. These older tracfones are weird as you can only use the SIM that came with the phone from the factory in order to get past the insert SIM screen.
Just cause they are factory reset doesn’t mean they not google locked also how much would you want for the note 8 I been looking for one for a while I don’t mind screen burn in Also Maxwell is a free government phone
