Yes, but it is suppose to be done again by digging down into the ground. We heard this from a man that was there that day and his friend works for CSX and told him about this work being done on the tunnel soon.
Wonder it those are shorter containers by chance because the locomotive itself looked close and I know full sized double stacks are taller. By a foot or more. Well to be fair I guess there probably was three feet above it or better.
