Yuor boy Vinny Slabarino is wrong on both of his questions. Topps Tiffany wouldn't be a parallel, because it was issued only as a complete set. Also, "inserts" go back at least to the 70s, if not the 60s.

Also, T206 backs would not be parallels, because not every subject is available with all backs. Those backs were released in the applicable cigarette brand.
