It turns out that a year in this Isekai is 16 months, so if Yumina's age is 12 of those years, then she's 16 Earth years old.

Edit: I mean it recently was changed to 18 for females as well, but at the time of the series writing the old clauses still were legally valid however

This may sound stupid but I think the royal family sees this as a political marriage. Maybe they know about isekai people and how strong they are so they marry off their daughter to gain an immensely strong ally. Later you will see the Regulus empire doing the same thing.

Yes, the king actually thought of adding him to the nobility either by title grant or being adopted by a noble family, rewarding commoners for great deeds is good PR specially since Belfast is a constitutional monarchy. Bonus that Touya is not affiliated to any noble faction so Yumina could be the Queen regent without an agenda motivated husband. Touya would be an excellent Prince consort given his abilities.
But in the manga, instead of staying in the empire, he builds his own between two big kingdoms
They don't know anything about Isekai people. Touya is just lucky.
