There is no light on the pole wire or you mean no light in the house? There must be light on the pole wire (and meter) before you can load. Some meters allow you to use only batteries while some must be connected to the socket with batteries in addition. Overall, before anyone will work, there should be light on the pole or in your neighbours house.
