Furthermore, neither Blade or Silver Wolf are in a formal dress, they're in their original clothes - so why shouldn't Firefly be the same?
I don't think so. In the splash art, everyone is in their normal attire, but in the story/lore everyone was in different clothes during the the Japela Rebellion. While the styles are similar, I don't think the mystery woman is Firefly.
As much as I would love to think that Hoyo was thinking this far ahead. It's probably just a random passerby. They would probably use Firefly's default playable design if they were gonna Easter Egg her into Kafka's Splash Art.
