That depends on the warranty you got from the roofer. If it's an extended warranty, there's a good chance that any roofer can do the work, even if the original roofer is no longer in business.
You must make sure that those terms are in the contract that you and your customer both signed. If you don't have that in your contract I think you're on shaky legal ground.
Our roofers did a horrible job but they don't want fix anything or even finish the job what is something I can do about it

You would have to check with the roofer who installed your shingles and also check the shingle warranty itself.
So, how long should the workmanship warranty be at a minimum in your opinion?
My company gives a 7 year workmanship warranty.
