FIRST: I'm a (senior) software developer and I HATE when people use word "hacker" in these situations!
Ok. Next. When I saw how "some" sim racing game can be exploited, I went talking to the devs to confirm if that would be possible, so they updated the sim.
I can do a quick explanation how these exploits can be done: Ask yourself: How the game knows you got more grip in Q3 then in Q1? You can watch internet traffic (packets). Or run the code from Q3 in Q1. Then you try to make the game send packets with grip Q3 in Q1 where you are supposed to have less grip. And so on. This can be done even on xbox. You just route traffic through your PC and do the same. But there you have to be more on the expert level because this way you have to replace traffic.
This theoretical "grip exploit" can be even more easily achieved if the game is stupid. Monitoring and replacing internet traffic from the game is actually more on the "expert level exploits". But exploits are usually more "crude" and easier on the PC where you just run different code and not mess with the packets.

I've played over 100 online races on pc and not seen 1 so far, that's in social and ranked play list

experienced something like this the other day. open lobby, get some online racing experience for league. then the exact thing you described: freaking fast, around 55 seconds around silverstone. legit DNFed me by brake checking. then the problem is i went into another random lobby, the same thing happened. i reported them via Steam but i doubt they are going to do anything. think these are like youtube comment bots.

What you had was an obvious cheater which isn't the main problem
It's cheaters that only use small advantages that are undetectable
In 2019 codemasters proved they could stop cheaters by stopping mods
but that only lasted 6 months until TH-camrs like Aarava complained that they couldn't mod anymore so they unlocked it again.
In 2020 things changed for the worst.
The people that sell the trainers (cheats) advertise in the time trial leaderboards which has made the cheats easier to get hold of.
Every publication that tried to make everyone aware including codies had the oposite effect and instead just increased the amount of cheaters in the game by making them aware of where to get the trainers
One place bragged that they sold 30'000 downloads
