Jon, in reality, the 000 payout has more to do with casinos not able to control their dealers' spins every single time. As bad or crooked dealers can cost the house tremendously. Therefore they cap the max odds at 35-1. A self protective mechanism so to speak while maintaining a mathematical edge.
They cap the odds at 35-1 bc that's where their advantage lies. Even euro roulette has 36 numbers. If they paid more than 35-1 they would lose on single 0.
