Yes, they can be, and they can also be allergic to each other. It's very rare, but there have been cases of dogs being allergic to cats, as well as to humans. Generally speaking, they can be allergic to just about anything humans can be allergic to, including pollen.
Some scientists even think that some cases of asthma in cats are actually cats who are allergic to humans (not all, mind you, but a select few).
That being said, it's possible for a human to be allergic to water.... Can you imagine a fish being born allergic to water!? :O
