Zikalala on Mkhwebane's challenge to have her gratuity paid

Legal expert Mpumelelo Zikalala weighs in on former public protector
Busisiwe Mkhwebane for her to receive her gratuity payment from her
former employer.
Mkhwebane was removed from office after a parliamentary inquiry.
"Gratuity means money paid to you for a job well done... If you have
not done a good job there is no gratuity that is going to be paid,"
Zikalala says.

Is this discretion thing constitutional to begin with,l once told my then partner when the challenge was brought about the legal aid during the marikana case that it is your,mine and so is our constitutional rights to request legal aid to pay for the lawyer of your choice,she disagreed,boom the findings and legal aid was forced to fork something in the region of four M,same with this because if your employment conditions should be at the behest of the entity or person that employs you,how are you going to protect the public which you purportedly have to protect in making the very to account?
