Cool Africans are sophisticated because they are often well traveled and knowledgeable. They may speak more than one language. They travel and understand other Black cultures. Tether - as I’ve heard it used is meant to refer to offspring of immigrants of “any” foreign nation who are born in America and thus are a way of “tethering” the parents to America. I haven’t heard Vlads divisive definition till today.
