I suggest checking out Pokemon legacy edition, they're working to implement Hoenn and the Sevii islands to Heart gold, they already released a demo with the sevii islands added

Talvez o dev do jogo tenha mudado de lugar ou é bug mesmo, esse jogo costuma bugar essas coisas. Por exemplo, eu tive que fazer um save novo pra poder gravar a localização da Diance, Saymin, Moltres e mais alguns que não lembro, porque a passagem pra ir até eles não abria.

While this hack is like the most amazing one in the sense that it's mainly just an insanely beefed-up version of GAME FREAK's original game, I wish they took the dedication further by giving all the Legendaries their unique music like Unbound did. Feels boring and unfitting just hearing the same couple of stock songs over and over. Like, why use the Hoenn Trainer theme of all things?

If you've already defeated the elite 4 and it didn't show up, it could be a bug, I had the same problem.
Actually i'm mistaking it, what didn't appeared was the entrance to where Moltres is.
