  • In an election rally, Prime Minister Narendra Modi angrily denounced earlier governments for fighting terrorism with dossiers, instead of action. The use of the dossier, though, was institutionalised by another Bharatiya Janata Party government, under Prime Minister Atal Behari Vajpayee. The policy wasn’t popular-but it succeeded more than many understand.

      The reduction of violence in Kashmir is a post 2019 phenomenon and for the other parts of the country, it is only because of high handedness of Indian government and failure of Pakistani economy. I wonder what did Gandhi do to Indian psyche, we have become way defensive in mindset.

    Shame on you Print. A nation isn't a land marked by boundaries. It is the people of the nation, their aspirations, their sense of justice and dignity. You can fantasies the 'hypothetical wins' and theoretical wisecracks that continue the dishonest and naive narratives at cost of people's lives. However fact remains, as admitted by the speaker, there has been no attacks post Pathankot and reason is clear.
    Peace cannot exist without capacity to and willingness to wage war. War is one of the means of diplomacy. For a nation who has sense of self respect, must guard honour, pride and dignity of it's citizens. At any cost necessary.

    Terrorism has come down hugely in Jammu and Kashmir - the yearly numbers are down to low 2 digits and not high 3 digits - Balakot, 370 ditching + lockdown, separating Ladakh (60% of the former state) and J&K's UT status have all gone on to size up Pakistan and Kashmiris. What we don't need is a lamba chauda internal discussion on efficacy of dossier and diplomacy - both failed ideas wrt Pakistan. Be a man for once Swamy.

    I was a student in Delhi in 2005 , when at the last moment I cancelled the visit to S N Market. Later I came to know about the serial bomb blast & I was shaken.
    Then , came attacks in Mumbai, Jaipur, Ahmedabad etc etc....
    Those days are gone now. Last year I took my entire family to Srinagar without any fear.
    I am sorry, but Dossier diplomacy hasn't worked . And Modi's policy .........has worked.

    The difference with Mumbai attacks was dossier was not backed with military action. Without carrying a big stick, dossiers or any other talk will be seen as a weakling suing for peace. It wont work. Dont bother comparing with action taken of deploying troops to wage war versus a weak non military option taken after Mumbai attack. Selective story telling is what you have done

    This is another example of cherry-picking issues & incidents to rationalize ‘talk-forever-diplomacy’ and ‘Aman-ki-Aasha’ type initiatives, which has never worked in case of rogue countries like Pakistan. Dossier diplomacy in 2001 was just an attempt in the beginning just like Modi gave diplomacy a chance in the beginning.

    Excellent Mr Swamy. Mostly muscular policy has landed Pakistan where it is today. Happy that India didn't go that way. Optics apart, I assume that even the present Indian government has long term wisdom to not let Force being the dominant instrument in dealing with Pakistan and other nations.

    Great analysis as always Praveen Ji! It's easy to overlook subtle, behind the scenes diplomatic efforts that are necessary and complementary to strong arm military tactics. India has always had the better of Pakistan on both counts.
    Slight correction please though -- you mention at minute 23 that PV Narsimha Rao was successor of IK Gujral as PM.

    I am not from judicial system background and not sure how much support this thought has from constitution. I am basically trying to make a point that in all election for any seat baring Panchayat elections, NOTA is a candidate and people can cast their vote to this candidate. This candidate need not to file nomination and is a default candidate. Even if there is one candidate who is left after last date of taking back nominations, practically still there are two candidates in the race. One NOTA and another one. Conducting election in such senario will ensure that those who do not want the remaining human candidate will get their right to vote. Without a fight between these two remaining candidates, election results can't be announced. What is constitution is saying here. People right to vote can't be held hostage to such corrupt practices. Today BJP is doing tomorrow Cong or others will do .. a very sad trend threatening democracy system.

    But if we don’t show force how can terrorists be eliminated. From last 80 years we have been sending money to Kashmir to normalize the situation but money was used for terrorism not for normalization. Most of the terrorists are well educated. But see all over the world Islamic teachings cause of this. Look at London and New York same terrorism continues. So many other countries and cultures have suffered much more than this none of them became terrorist.

    i think its a step by step process and we slowly understand what works and what will not work against a particular neighbor. I think different PMs did their work thats why now we have this type of slightly aggressive approach. so prev. PM were also partly right but now modi approach might also be the right for current time.

    What a detailed and an excellent analysis. The Indian security institutions were not weak before 2014 as many people suggest. They just didn't speak about it that much. Perhaps they should have since people also need to feel that the sacrifices were avenged. But anyway, great insights in the discussion.

    A very nice and somewhat comprehensive analysis of covert or overt operations amongst India & Pakistan as well as some in-depth analysis of benefits of diplomacy on the issue of terrorist attacks vis a vis Uri type direct action. It has a vague hint to the cases of Nijjer & Pannu and their fall out effects currently being played down by the government.
    But one aspect that the Print editor has avoided to comment on is that our present government doesn't follow the old established diplomacy route but for cheap vote garnering pursuit follow the direct & retaliatory operations unnecessarily just to boast of its macho image amongst its voters which in future would rather spoil our hard earned international image of a mature nation.
