More than two years in the making, “Prison State” focuses on one troubled housing project in Louisville, Ky., where a large number of residents have been incarcerated. The film follows the lives of four individuals rotating between custody and freedom. Using deep access to the Louisville jail, the film focuses on the efforts of Mark Bolton, the city’s director of corrections, as he tries to move inmates back into the community.

Seriously, did you hear what he said and what context it was said? There’s a _HUGE_ difference between a person being addicted to drugs and being a person that commits crimes that hurts others.
Yes, some do both, but most drug addicts don't want to hurt others besides themselves. If you think that all drug addicts “choose” their way of life and deserve to spend their lives in prison then I don't know what else to say to you then; *_educate yourself!_* because you don't know or understand what you’re talking about.
Breaking the law also includes jaywalking, traffic violations, drinking alcohol before the age of 21 - which means that it’s illegal to drink when you’re 20 years old. I could go on and on, but if you really feel this way then why don't we just put everyone in jail, and or prison?

Serial killers, rapists, child molesters, you put them in prison. Addicts, mental health, get them help. You like spending money on all these people in prison, most non-violent. @@loafandjug321 , that is so true. Most people coming out of prison don’t have the resources to make that clean break - to move completely away from bad influences and start again. Maybe that’s an area that states like Kentucky can think about.
@@LAM77719 They have to leave NOW, even If it means being homeless. It's a personal problem they have to fix on their own. The subsidized housing project in this video is ran by the city/state, they are the source of the problem. Literally walk out the door and keep walking. Create a better life.

That Vietnam vet was sent to fight a war for a country that never appreciated his mental health. 40+ years later we're still in the same position.
I feel sorry for him. But, I have to admit the government, and the VA hospital are doing a better job in my opinion. I feel like my doctors, and my addiction therapist actually care about me. 2 tours in Iraq from 03-09

This “Warden” sure seems like a compassionate and practical person. I love the line about “incarcerating people we’re mad at vs people we’re afraid of”. He understands and he cares.

Most of these lifelong criminals have a STACK of previous run-ins with the law before they get to murdering people. Then, everyone wants to know why they were allowed back onto the streets.

I lost my Mom when she was 77 and suffered terribly for the next couple of years since she was the most important person in my life. Crystal's 14 yrs old, lost her Mom to a violent crime and no Dad around. And you wonder why she has problems? Poor girl😣

Exactly this one really bothered me she doesn't need jail she needs love she lost her mother and it is really taking a toll on her she has alot of pain inside and they lock her up like she did something wrong.

I'm not going to lie I shed a tear when he met up with his buddy from Vietnam. I wish everyone getting out of the system the very best. It's not going to be easy and the system throws all types of obstacles in front of them but we all are pulling for them. Frontline is simply the best with documentaries. No one else comes close.

Man, I’m so glad that man found a way to deal with the demons that plagued him from war. I hope he continues to find peace and happiness.
Seems that letter he wrote gave him freedom. Then to meet up with people after 45 years and they hugged him. I love that. I sure hope his feet were grounded and his life changed. Sad to see Keith Huff cry, he is institutionalized and doesn’t know how to break the cycle. If they spent more money on halfway homes with recovery they could succeed, but releasing with nothing is a set up for failure

Me too. My Dad more then likely new him. He was 101st Airborne Division in Vietnam. He past in 2014 at 58 years old too young. He served in 1971,72,73. I hope he finds peace. God bless him and thanks for your service Charles Mcduffie.

Demetria needs therapy. After getting my niece she begins acting out like this but i ignored offers of counseling. Finally things got worse and i ran to seek help wherever i could. Therapy for her and us was the best thing to save us
I agree. It seemed obvious to me right away. A couple of signs I noticed is she moves around a lot, a lack of attention and she's seen in this video as constantly needing to be the center of attention by speaking over everyone else. Also, by her own admission, she has an anger issue. She attacked her own aunt who took her in. She definitely needs help!

@@brooketaylor6226 along with Kratom. I have been using it for many years for a number of reasons. And some areas it is illegal. And just recently the banks stop processing transactions to purchase. I don't care i will never stop taking it. It has been a life saver (including for pain, etc.)
@@sanansa4567 I also loved Kratom (before Ibogaine), but quickly got addicted to that and my tolerance skyrocketed! Coming off of that was every bit as hard as coming off of other opiates. I totally agree though that Kratom has a ton of benefits specifically for people with chronic pain as an alternative to pharmaceuticals. If you haven’t looked into Ibogaine though I would highly recommend checking it out!
My brother was a Vietnam vet. He had a drinking problem, he showed me pictures of those he killed. He died Christmas Day. I worked 9 years in Juvenile Detention. God be with you Mr. Huff.

I was locked up 7 times as a juvenile in Indiana for stupid petty misdemeanors and status probation violations. I had an awful childhood and made stupid decisions. I just graduated from the University of Southern California and am applying to Law School. I’ve seen children thrown in Juvenile DOC for stealing from the store.

They do offer them more resources. you can stay in. you can go to school. you have food an a place to live, education, all for free and they pay you . if you're thinking about getting out and you don't have anywhere to go and you know your whole family's been locked up at one time or another, stay in until you figure it out, at least you're getting paid while you're in there.
Most of these people on here don't want the help until they have been busted a few times. They all think their to smart to get caught

When Demetria was calling her Aunt to take her with them to her mom's grave I was saying out loud "please say yes, please say yes" over and over. Absolutely heartbreaking that said no. How could she do that to her. That girl is full of so much pain, and this was another block on top of that terrible wall of pain. And that man sent out of prison with only the clothes on his back?...what is wrong with us as a society? Jesus this is all just wrong and so heartbreaking. Thank you Frontline, once again, for showing us the truth. WHY are we sending children to jail for not attending school???? They need HELP not jail.

That’s the predominant issue contributing to recidivism sadly. We invest so much into locking people away but don’t invest in things that rehabilitate or help prepare people to return to the community. People get sent back to the community with nothing and no opportunities arranged ahead of time and add into things how much more difficult it becomes when you have a record. When you don’t provide people a pathway to succeed legally they resort to what they know and return to crime again. The same thing applies with kids.
As for the girl wanting to go to her moms grave it is really sad that her aunt said no but at the same time the aunt does deserve empathy. Clearly it’s difficult to raise her because of the struggles she has and right or wrong that gets exhausting especially when she’s assaulted you. It’s hard too when the person continually tells you that all you do is bring them down. Again doesn’t absolve but should be considered as well. It’s a continuing struggle because they never provide resources like therapy and the like to help work through the issues. It’s just such a recycling process when we make no genuine investment to address the root problems and provide positive pathways to not return.

its such a welcome relief to see the director of the corrections facility being so compassionate and actually treating the inmates as humans
If you spent 10 minutes with these animals you would eat your words. You "compassionate" people have no idea and I would venture a guess that the administrator of this facility never spent 5 seconds on the job doing the dirty work. I've been a corrections officer for over 16 years(18 overall) and these people you feel sorry for are where they are for a reason. So until you get a mixture of feces and urine thrown on you or called the most degrading things by murderers, rapists, and child molesters or been beaten to within an inch of your life all the while people like this administrator refuse to punish them and treat them like misunderstood children who weren't hugged enough you have nothing to say. So you can take your compassion and rub it on your chest.

When they closed down the Psychiatric Hospitals, they created this problem. The first guy has Bipolar Disorder w/ Schizophrenia. Those diagnoses require medication management for life. He has problems managing his life, doesn't have the coping skills. There's no place for him in our society, so he will cycle in and out of prison until his Mental Health improves or he commits a crime serious enough that he never leaves prison. When I worked in the Texas State Prison system, I saw many who had pathology. Some were mentally aware enough to change their behavior and some did not have the ability to change. Unfortunately, there is no place for those who are falling through the cracks. America doesn't care "enough" about our mentally ill to help (funding). It's more profitable to incarcerate than to rehabilitate.

As a recent homeless person, (that will most like starve to death in about 45 days), everything you said is true. The homeless are mostly the mentally ill, drug addicts, or ex-cons. Which is why I stay away from where they congregate.
It’s sad to see how America doesn’t care. I’m not sad about my fate, I’m just sad for others that will never get the help they need. This is a real eye-opener.

Many of these crooked politicians should be in priison but arent because they went to skool
As a former C/O I always tried to give hope to those under my watch. Not all we’re willing to listen, but a good talk about life and goals went a long way to change the mentality of those imprisoned.

@@yurigaviria6794 be honest with you it was just a job for me, but I was raised with the idea that you don’t throw a life away because of some mistakes, now that don’t mean you get off free either but there’s always hope for change so I took that mentality with me.
@@simply.5570 I did 5 years in NC. I had a couple CO’s with the same outlook as you and frankly it helped me in so many situations when they would pull me to the side and have a chat. I unfortunately had a pretty bad temper and problem with authority in my 20’s and these officers that saw something beyond that and took time to teach me other ways helped mold me into something different and I learned so much discipline from those simple interactions. I’m 37 years old now, have a great career and married to a beautiful woman that gave me my 2 wonderful daughters. Never had so much as a speeding ticket since I left prison. It’s the officers like you that make the most impact so thank you for that.

I have been to prison and jail many times before I was finally sent to rehab to change my life. I now work at a rehab helping others change theirs. This is the story behind almost 85% of incarcerated people- Non violent drug offenders. They are people who suffer from trauma and/or mental health issues. PRISON IS NOT REFORM. we have known the prison system doesn’t work since the war on drugs began. When will we stop doing this to our own people? The money needs to be put into preventative care, mental health, rehabilitation, and job training, NOT JAILS.
When the Director of Corrections is saying there are issues with the laws for non-violent offenders, that's saying something significant. His bread and butter is detention and even he thanks the system is broke. Good on him for speaking his mind.

How can someone moved out of state if all they have is the clothes on their backs? This scenario you speak of only really works for someone who never went to prison. Or if they did it was small infractions once’s you get a felony your life is technically over when it comes to work etc. especially depending on the crime. But even with a not so harsh felony you will get looked down on by the work force.

@@jacqdanieles It is true that he committed a war crime, but since he has had so much guilt for so long, that alone is punishment enough in my opinion, plus he did spend a lot of time in prison as well as a result.
When you are in a war like that in Vietnam you are going to lose a lot of control - you become a different person. The person who did the crime isn't around any more by the looks of things, so he shouldn't blame himself for that. Only for losing control in a bad situation. He has served his sentence, and both he and everyone else would be better off if he could forgive himself and move on.

I totally understand I've felt that way since I was way younger than that left when I was 13 and still do I've almost died several times and did twice in the crash that disabled me that's why I now have a DNR
The girl who lost her mother i can literally read her body that she needs love and acceptance. She lost her mother her only friend in the world and you can tell she feels alone. Its hard to help young girls like that, it make take years, but there is hope in her life. And as for Crystal and her mother they need to leave the projects and start fresh in another state. Both the mom and daughter need counseling. I felt bad for Crystal’s little sister she doesnt need to see all that. Man i really pray that all of these people get stability in their lives ❤️❤️🙏🏼🙏🏼. They obviously want to be helped.
When I saw Demetria I thought that girl is screaming for someone to love her. There are a lot of issues going on in her young mind.
I agree, if she join the armed forces she would have a better chance having a better life. My life was similar and it changed me. Made me the best mother ever.
@@vaneshiadixon Unfortunately the military is demonized a lot, but in reality it's a great kick in the ass to get your life on track and a really good way to start a professional career in the future. I've been able to get any job I pushed for with just my work background and awards on my resume. Not even mentioning the easy money when deployed, or even garrison, healthcare, free college. Really set me up for life and during peace time is probably the best time to do an enlistment
@@vaneshiadixonI know two who did just that because of childhood troubles, but one died about three years ago from Stage 4 Ovarian Cancer after serving 16 years in. Another is 19 years in the Navy. 😊
How can they release a man from prison without and $$ in his pocket. No winter clothing or a job to go to? They have set them up to fail.

This is hard to watch. I wanted to turn it off a few times, it was making my heart hurt. I feel for those girls, they never get the chance to be normal. They need therapy for their trauma, not prison.

Matthew, I just listened to that part. It's so sad and I truly feel for this lost little girl. My God, she's faithful to the Lord, but she has no idea what to do, what to think about herself. I pray the Lord intervenes for this precious little life that God has created. I hope someone can giver some good guidance. I hope, and I pray for her.

Asking the people in this documentary to change without any guidance/support is like asking someone to build a house with no supplies or experience. Telling them they need to make a decision to change without support infuriates me!

I was stunned that the representative was proud that they were electronically monitoring young children.
In Canada, a teen can be tried and sentenced as an adult at age 14. The penalty is the same as adults, but parole eligibility is less if you're under age 18. If they are still in jail at age 18, they are transferred to adult jails. Still the name of the offender is published, and social media further stigmatizes the young person. So they get out of jail earlier than an adult, but everyone knows who they are and what they did by simple google search. So the kid comes out, gets branded a criminal and then offends over age 18 and goes to adult prison.
@@scottbrandon9390 In Canada, I'm Canadian, it's only extreme circumstances that the situation you had mentioned, would arise. I would highly suggest watching the Award winning documentary "Kids for Cash" and see how the game is really played in the USA.
@@chrisccc22 I am still critical of the Canadian Justice System. There was 12 year old who hooked up with a 21 year old. The two then killed her family. You can read about it in the book Runaway Devil. She was under 14 so could not be tried as an adult. But the internet has lots about the case with where she went to university. The legislation has a media ban on such cases where they are not tried as an adult. But there is no control over social media. I admit the American system is crazy. I know of an Oklahoma case where a teen girl got the death penalty.
Home incarceration Program doesn't work for a young woman who got no family support, no one to help direct her in a world that easily chew's you up and spit you out.

Couldn’t agree more. Underneath all her anger there is so much sadness. I wish she had been provided therapy. These kids come from such dark places and It just seems these systems are truly meant to fail them .

I live in Belgium....this is so sad. All the violence these kids go through is unseen here. We don't release prisoners without a social back up (housing-unemployment benefits-medical insurance etc.). Our system is far from perfect but a 100 times better than what I have witnessed here...almost inhumain.

It’s not a country club. If you can’t do the time, don’t do the crime. These people get numerous chances and then act like they don’t know why their in jail/prison. Play stupid games, win stupid prizes. I think they all deserve to be where they are and get what they get.
Locking everyone up for every offense is a complete waste of money which leads to higher taxes. The prison system is broken.

Same. My heart breaks for her. I was in & out of group homes, detention centers, psych centers & juvenile prison. FF 35 years later, now having raised kids, I know that I was just lost in my younger days. Violence at home, alcoholism at home from my dad, & a mom that pushed Catholic "values" of unrealistic bs that made me constantly feel guilt & shame... I didn't know who I was supposed to be or what I was supposed to be doing. Everything turned to anger & I became violent, ran away, left school... But everytime I got locked up I was basically told to fix myself & didn't know how, which led to more confusion, self-hatred, drug abuse...
My first child saved me because I knew I was going to make my child comfortable with expressing feelings & I was always going to be honest - no fake religious stuff, no pressure to be perfect. I'm proud of who I became, I'm proud of my adult children. Juvenile cases should have mandatory counseling for the parents/caregivers. Kids shouldn't be locked up & told to fix themselves then be thrown back into the environment that created the issues. Sorry for going on. Btw, I ended up going back to school in my late 20s & graduated community college with honors. That may not mean much to many, but for me, it was huge. I had it in me the whole time. If Crystal or Demetria sees this, I want you to know that I love you, I care about you, I am sending all of my positivity to you! Keep your head up.❤
@@mkmf1345 wow, yeah I had a bunch of issues as a teenager as well, not as severe as yours but I was in juvenile hall many times at 13 through 15. My mom basically gave up on me at that point... by 16 I was on the street, but I knew if I was caught I would be locked up in juvenile hall for the next two years until I was 18, so promptly at 17 I join the Army, got my GED, did my 3 years and now at 60 years old I'm reaping the benefit of that great decision I did not know I made.. I now have VA benefits and my medical covered for life. Just because I refused to get caught up in drugs or crime, I mean I did some things I was not proud of when I was on the street but I also knew I was capable of achieving better.

@@asmodeus1234 You can. In 2019 some friends and I started a non-profit and we work with ex-offenders, their children's, the homes and inmates. It is the most rewarding work. The non-profit house many of these inmates who are released. All it takes is someone who cares. Join the work. We need more people. Your life will never be the same. You will be blessed.

I was really disappointed to see Kieth return to lockup. Had hopes he would make it. And the Vietnam vet story really touched my heart. Glad to see him start to reconcile with the results of his actions in Vietnam. Great piece as usual from frontline.
Yep I felt bad for Keith too. It's like he was set up. I couldn't imagine having no clothes, no money, no freaking job, sounds like a nightmare

@@erickanew it is a nightmare that lasts for years for some. i got out 9 years ago april. getting out after just the 2 years i did was tough. in a month i had everything i lost back and kept on my hustle , fixing computers and phones, until i could do better. to think i started that from using a laptop that came out the garbage with A BUSTED SCREEN ... The biggest thing one needs is at least one person that is willing to stay in their corner to keep them on the straight and narrow.
@@fababybaby4807 yep. I had a nephew same predicament.His mom my sister helped him but everyone else was hiding. He's doing good now but it did take years to get right.
The halfway house they sent Keith to was designed to help him get on his feet. However, he got homesick and went back to his old neighborhood to visit and got stuck. It happens every day.
Frontline PBS this was a fantastic documentary is very eye-opening and I'm glad you brought it to the Forefront. I hope to hear for more updates on this situation sometime in the near future. Because it seems pretty dire to me to get the word out about the situation because I had no idea Adele I saw this documentary. I just hope and pray that these kids can get their lives together be productive and do good they have so much potential but they also had so much against them that's holding them back. But they are the only ones that can make the change so I hope that they do that and grow one day at a time or however long it takes. But at the same time thing's can go either way I just hope it's for the good. Because you can almost feel the pain of these women who take care of them so I wish and hope the best for them to. Thanks.

Don't b self righteous when you never know what someone is living through. Prayers are all I have to offer right now. How ever prayers are more valuable than gold. I'm sorry your not aware of that.

And you cant go anywhere outside of the county you are serving parole or probation in... That's a 100% sure one way ticket back to jail... And if you cross state lines it's even worse... Equal opportunity is good but when this country outsourced most of our manufactoring theres a fight for the fewer descent paying jobs for everyone. Criminal activity pays more than these blood sucking slave jobs that companies have to offer. If anything these people need an education even if they get it in prison. This country will not survive if the vast majority of jobs are service related. And all of these rich colleges could make a little sacrifice to help educate people without hurting their most important bottom line

And that's his problem. He needs to man up and start caring - start admitting that he is afraid and exactly what he is afraid of. There are opportunities, there is a lot of assistance, and everybody has to fend for their own. I got out of prison and instead of blaming everyone else and letting that vulture system suck me back in got a job the first day I was out. Yeah, it was cleaning houses on a cleaning crew but you know what? I didn't go back and have been out for over 12 years. Is it easy? It ain't easy for no one not born into easy. We choose the path and when we say we have no choice - well then we have no choice. When we say we gonna do it - then we gonna do it. I ain't trying to say I am better than Keith - all I am saying is that Keith needs to get to work and do his life the way he wants to and not the way he used to.

Instead of me being mad at the world and feeling that I have been treated and just because of my disability I should not let that stop me. And also for me to keep moving forward through the good times and the bad whatever comes at me but just to keep going. I just also want to let you know that you’re an inspiration that you’re doing what you’re doing to make your life better someway somehow. I just want to thank you
It’s so frustrating to see some of this. Especially with the kids. I remember what it was like to think there was no hope at a young age & it’s so easy to start making bad decisions. There’s always hope though. You just have to stay positive & create the life you want for yourself. Find purpose for yourself. That was the game changer for me. Hope these kids can figure it out. I also hope we as a society can actually help these people, whatever that may be.

For McDuffy I hope he finally realized what many other veterans realized, including myself. We do better when our brothers and sisters in arms are around us. We understand each other like no civilian ever will.
My neighbor across the street is retired military, he’s in early 70’s, he doesn’t talk too much about his time but he’s obviously hurting, my boys were outside playing nerf one day and he yelled at them to stop.. my boys are old enough now to understand mental health and that they need to give him space and respect.
Thank you for keeping us free. In my opinion our country could do SO much more for those of you who walked that wall so we could be safe in our beds at night; none of you should ever have to pay taxes, pay for medical care or have to worry about having a roof over your heads the rest of your lives. Poor girl ends up in the system not for skipping school, but the inability to live in a society of rules & certain codes of behavior. We all wish we could do whatever the fuk we want.. but that's not the case. Gotta fit into society around you. Gotta live in certain parameters
I did a year and a half in Juvenile Detention for missing school. For every 5 days missed was 1 week lock up because weekends dnt count. At first it was scary then I got to like it. Im now middle aged and have spent around 3 and a half years in lock up.

I have always agreed that we need to stop wasting jail space on non violent offenders. And most of that is drug charges, save jail for violent, dangerous offenders.
Save some space as well for corrupt cops, judges, and other criminal justice gang members ..

If you haven’t already , please get personal and group therapy through the VA system. Although it is an imperfect system , please take advantage of the help and services you can get. I have several family members that may not have made it through without the help they received.
To be honest, this whole documentary made me ugly cry.
Kieth is the saddest story to me, the man needs assistance, if you just drop him in the streets with nothing and no assistance then thats on the state, the vet is getting some assistance, as he should, why isn’t Keith?
Yep, he is the one who has 0 to 0.5% chance. Only way I can think of someone like him making it is getting some kind of a job (I know he's a felon), whether it's at the jail's kitchen or at some fast food places that are motivated with tax cuts to hire a certain % of felons. Any other way leads back to jail.
Heartbreaking to watch people's spirits broken like that.

Dementria is traumatized by her mother’s death and did not receive the care she needed after it happened. I am so happy for the Vietnam soldier. He was only following orders and the blood of that innocent man is on the government’s hands. I wish the best to all of the people in this documentary. May they each have some peace and kindness is their latter days.

It's crazy cause I live in Columbus Ohio and I'm from a project called Windsor terrace and there's very similar things as breacher terrace. Like the black gates and the way the houses are built

She don’t want to need someone because she’s been failed. She don’t want to go through that hurt and betrayal again. When it’s your family that’s not loving you. You feel you can’t trust no one. The people she needed failed her so she thinks the world will fail her. So she don’t care or trust no one. I understand that as an adult. As an adult I don’t want to need no one because in my childhood people failed me.
The have proven if kids have just one steady person to be in their corner, unconditional love no matter what they can make it after therapy, see Sprouts on TH-cam. That Demitri, crystal I think she had no one in her corner unless she performed, behaved, sat still and shut up. I can't believe how they treated those in the projects. Why I would not raise mine there. Crystal looks so much like Whitney Houston in beginning of movie when at the same age WoW.

Their the criminals but they blame everyone else for them being locked up. Also, why should tax payers have to pay to lock up these low-life burdens to society?
Listening to counselors telling a 14 year old girl with obvious mental health issues she "needs to break the cycle" and "the decision's on you...you need to turn things around" and holding life in prison over her is just maddening to me. You can't "scare straight" someone who doesn't have full control over their behavior. These counselors are not remotely equipped to deal with these people. They should be being treated as patients not prisoners.
Many people who work in community services or medical are just in it for money and a secure career, they don't care about people .
I worked in juvenile reform for a very short time. I was actually a C2, or counselor level 2. I don't have a degree, or any certifications in mental health treatment, drug abuse, or juvenile reform. The title of "counselor" is nothing other than that. These are people who generally care, and want to help, but lack the skills and training to do so effectively. The rules and policies in these facilities are often counter-productive and unintuitive. Rules are not uniformly enforced. It was a saddening experience. Any of the actions I took to help these kids were usually rolled back by leadership. Had to get out for my own sanity.
I was thrown away into the system at 13 the first time I got in trouble. Instead of getting me counsoling for my parents divorce she threw me away

crystals prayer !!!!!!!! and her mom is such a good mom!!!! and crystal is a wonderful young lady. i cant believe what i am seeing. im am swiss and living in switzerland. thank god we dont have this system here. up to now. The story of the man with schizophrenia is also heartbreaking. in jail, he gets his medication, as soon he is out, he will be on zero medication from one day to another, which is life threatening with many neuroleptics. and he will relapse, and instead of giving him mental health care, he will be incarcerated!!!!!!!! its a shame.

There’s so many more troubled souls than people realize! So much judgment is usually passed on those of us that suffer from mental illness, addiction, troubled youth, trauma, anything that isn’t “normal”. My heart goes out to all of these folks and hope that their souls find some kind of peace, I hope we all do❤️
